This study is qualitative in nature, employing a documentary research method to collect, analyze, and synthesize data from Buddhist scriptures and relevant academic works, leading to the creation of new Buddhist knowledge. The findings revealed that quality of life development should aim to promote a well-balanced and wholesome way of living, fostering harmonious relationships among human beings, society, and nature, which in turn lead to sustainable peace and happiness. The Kalama Sutta serves as a wisdom - based guideline that emphasizes rational reflection, critical inquiry, and personal realization through experiential understanding. The application of the Kalama Sutta for quality of life development in the digital age encompasses four dimensions: 1) Physical promoting mindful and conscious consumption, 2) Behavioral cultivating cautious and value - based engagement with media and cultural trends, 3) Mental controlling desires, discerning necessity, and developing inner mindfulness and 4) Intellectual being aware of global digital influences and overcoming defilements through wisdom and reasoned judgment. The synthesis led to the development of a new Buddhist conceptual framework known as the MWUEH Model, which reflects a way of life grounded in mindfulness, wisdom, moderation, and social responsibility. This model serves as a practical guideline for enhancing human quality of life in the digital era, fostering balance, sustainability, and harmony with the fundamental teachings of Buddhism.
Phrakru Sathitkanchanakun (Pradit Kanchanawanno) Phrakhrukositwattananukul (Anukul Panpradit) Phrakhruwijitsilajarn (Prasit Chatwanno) Sitthichok Panasree Phuwadech Kwansen Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-26 2025-11-26 8 11 21 32 COMMUNITY DEVELOPMENT AND PUBLIC PARTICIPATION AFFECTING THE EFFECTIVENESS OF SUBDISTRICT ADMINISTRATIVE ORGANIZATIONS IN SARABURI PROVINCE https://so07.tci-thaijo.org/index.php/JSSD/article/view/9137
This study aimed to 1) examine the level of effectiveness; 2) analyze community development and public participation that affected effectiveness; and 3) propose approaches to enhance the effectiveness of Subdistrict Administrative Organizations in Saraburi Province. This is a qualitative research using documentary research methods to lead to new knowledge in Buddhism. The research results found that practicing the principles of Dhamma consistently will help people understand the Truth of life, know how to control defilements, and let go of attachment, allowing them to escape from suffering and reach true happiness because it is a guarantee for practicing celibacy that will lead practitioners to get the best that practitioners should receive. Emptiness (Suññatã) according to the view of Buddhadasa Bhikkhu means a state of emptiness from self or ego, which is Anatta, without any substance that should be held on to as being a being or a person. A state of emptiness or freedom from all defilements, such as lust, anger, delusion, etc., is Nirvana, without clinging to the belief that it is me, mine. In the process of escaping suffering through understanding the absence of self It is seen only with the eye of wisdom. The self or all dharmas are the self of causes that come to be factors. Therefore, they are all not self or not self. What refers to us or ours, all things are not us. Therefore, we are not that. Therefore, that is not our self or not self. Truly, when we understand the meaning of the hermeneutic of teaching on emptiness according to the viewpoint of Buddhadasa Bhikkhu by using the language of Dhamma, it will lead to access to freedom from suffering. This research is qualitative in nature, employing a documentary research method to synthesize new knowledge in Buddhist studies. The findings reveal that simple Buddhist happiness represents living along the Middle Path with mindfulness and wisdom, being prudent, adhering firmly to the teachings of Buddhism, and being content with what one has. It discourages excessive attachment to material possessions or external stimuli and emphasizes mental and intellectual development that enables individuals to create happiness by themselves. It also focuses on developing inner competence to transcend suffering and achieve inner peace. The Threefold Training is a process of learning, practicing, and self-development through morality, concentration, and wisdom until these become stable habits. It begins with morality as the foundation of virtue, followed by concentration to strengthen the mind, and culminates in wisdom that brings about enlightenment within oneself. The Threefold Training can be applied as a guideline for proper living even amidst sensual happiness derived from worldly pleasures, by maintaining moral conduct, self-restraint, moderation, and non-harming. One should not be intoxicated by worldly satisfaction. Simple Buddhist happiness aims toward non-material happiness - pure happiness that is free from greed, anger, and delusion. It purifies the mind, making it clean, bright, and calm. Applying the Threefold Training thus becomes an essential approach for living a truly happy life in the digital society. This leads to the synthesis of new Buddhist knowledge in the form of the 2MWENL Model, which serves as a spiritual and intellectual innovation that fosters happiness, balance, and sustainable quality of life in the digital age.
Phrakruvinayathorn Chavalit Uttamo (Suwanchan) Phrakhru Kositwattananukul (Anukul Panpradit) Phrakhru Wijitsilajarn (Prasit Chatwanno) Sitthichok Panasree Phuwadech Kwansen Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 144 153 DEVELOPMENT OF AN INNOVATIVE DIGITAL LEARNING MANAGEMENT APPROACH TO ENHANCE 21ST-CENTURY SKILLS OF HIGHER EDUCATION STUDENTS https://so07.tci-thaijo.org/index.php/JSSD/article/view/9584
This study aimed :1) To examine the current conditions of digital learning management in higher education institutions; 2) To develop a digital learning management innovation that enhances 21st-century skills in higher education; and 3) To assess the appropriateness and feasibility of the developed innovation. The findings indicate that although Section 8 of the Witness Protection in Criminal Case Act B.E. 2546 provides protective measures during the trial process, it does not extend protection beyond the conclusion of the case. As a result, witnesses involved in transnational organized crime remain exposed to intimidation and harm, discouraging them from providing complete information and weakening the criminal justice system. Comparative analysis shows that Australia and the United States have developed comprehensive and enduring post-trial protection systems. Australia adopts measures such as legal name changes, identity reconstruction, relocation assistance, and financial support. The United States, through its witness security program, offers structured relocation procedures, strict confidentiality safeguards, and long-term protection. Both jurisdictions demonstrate stronger post-trial frameworks than Thailand. The analysis highlights Thailand’s lack of a dedicated post-trial protection agency, insufficient long-term measures, and the absence of explicit recognition of witness rights after protection. Legislative and administrative improvements are therefore necessary. Recommended measures include establishing a post-trial witness protection body, enacting provisions for relocation and identity change, providing transitional financial support, and adopting strict confidentiality standards based on international practice. The study concludes that implementing these measures would strengthen witness protection across all stages, reduce risks, enhance public confidence in the justice process, and improve Thailand’s capacity to combat transnational organized crime sustainably.
Surachai Phuangchoosakdi Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 182 190 THE APPLICATION MODEL OF MINDFULNESS IN THE LIFE QUALITY DEVELOPMENT OF FOUR FACTORS OF CONSUMPTION IN A CONSUMERIST SOCIETY https://so07.tci-thaijo.org/index.php/JSSD/article/view/9586
This research article aims to: 1) investigate the concept of quality-of-life development in the consumption of the four basic necessities within a modern consumerist society. The findings reveal that contemporary consumption is driven more by symbolic meaning than by genuine physical needs, as people are strongly influenced by media, advertising, and prevailing social values that encourage choices based on image, desire, and social identity rather than actual necessity. This leads to excessive consumption, diminished self-awareness, and an overall imbalance that negatively affects physical, emotional, and social well-being. 2) The principle of mindfulness in Buddhist teachings can be synthesized into three dimensions: 1) mindfulness described as the ability to stay aware, remember intentions, and clearly observe emotions and thoughts in the present moment; 2) mindfulness explained in traditional commentaries as a mental regulator that prevents the mind from being distracted or misled by external stimuli; and 3) mindfulness in academic interpretations, which highlight its value as an essential life skill that helps individuals distinguish true needs from cravings, reduce impulsive behaviors, and lessen the influence of media and consumer culture. 3) The application of mindfulness to improve quality of life in consumption can be divided into three processes: individual development, which includes moderate and deliberate consumption with careful reflection before making choices; social development, which involves promoting media literacy, awareness, and reducing consumption driven by social competition or status; and sustainable consumption, which emphasizes meeting genuine needs, considering environmental impacts, and reducing attachment to desire or material accumulation. The synthesis of these findings results in the 2CNVMW Model, a new conceptual framework based on Buddhist principles that helps individuals recognize authentic needs, minimize the detrimental effects of consumerism, and enhance overall quality of life through mindfulness, supporting balanced living, responsible resource use, and long-term personal, social, and community well-being.
Phrakru Suwankuhapitak (Kasama Somkraoh) Phrakhrukositwattananukul (Anukul Panpradit) Phrakhruwijitsilajarn (Prasit Chatwanno) Sitthichok Panasree Phuwadech Kwansen Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 191 199 THE DEBT MANAGEMENT BASED ON THE PHILOSOPHY OF SUFFICIENCY ECONOMY OF VILLAGE FUNDS AND BAN MAI URBAN COMMUNITY IN PANG MOO SUBDITRICT, MUANG MAEHONGSON, MAEHONGSON PROVINCE https://so07.tci-thaijo.org/index.php/JSSD/article/view/9589
The objectives of this research were: 1) to examine the current conditions of members of Village and Ban Mai Urban Community Fund in Pang Moo Subdistrict, Mueang Mae Hong Son District, Mae Hong Son Province, in relation to the Sufficiency Economy Philosophy, and 2) to study and propose guidelines for debt management of the fund based on the Sufficiency Economy Philosophy. The study employed a qualitative research approach, using content analysis of policy statement documents delivered by specifically selected mayors from three city municipalities: Rangsit City Municipality, Hat Yai City Municipality, and Ubon Ratchathani City Municipality. Data were analyzed through analytical conclusion. The findings revealed that the policy communication patterns of municipal mayors to municipal councils were systematic and goal-oriented. Municipal executives should emphasize communication that clarifies the vision, urban development direction, confidence-building, and public participation. The structure of communication generally comprised three parts: an introduction, main content, and a conclusion with an invitation for participation. This structure contributed to messages that were comprehensive, easy to understand, and credible. The municipal mayors should be further enhanced through the integration of digital media and online platforms, to expand the scope of public awareness and increase channels for citizen engagement. Regarding the use of words and phrases, municipal executives should design messages using action-oriented policy verbs such as “develop,” “support,” and “solve,” which reflect practical action; value-oriented terms such as “transparency,” “sustainability,” and “livability,” which help build trust; and intentional phrases beginning with “for,” which express the purpose of the policy. Additionally, participatory expressions such as “think together, act together, and monitor together” embody the democratic process. The study recommends developing a local policy language guide that provides clear linguistic standards, enabling future administrators to use words and phrases that communicate powerfully, credibly, and effectively foster public participation.
Wittayatorn Tokeaw Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 286 298 COMMUNITY PARTICIPATORY MANAGEMENT IN THE MANAGEMENT OF LEARNING RESOURCES OF SCHOOLS IN EDUCATIONAL SANDBOX https://so07.tci-thaijo.org/index.php/JSSD/article/view/9577
This research aimed to study the conditions and approaches to community participatory management in managing learning resources in schools in educational innovation areas. The objectives are: 1) to study the evolution, definitions, principles, concepts, and theories related to non-life insurance and the non-life insurance industry; 2) to analyze Thailand’s legal measures in comparison with those of Japan, Singapore, and the United Kingdom; 3) to examine four key issues under the Non-Life Insurance Act B.E. 2535 (1992), namely the legal status of officials of the Office of Insurance Commission (OIC), the submission of false information to the OIC, the liability of directors or executives in cases of delayed claim payments, and the disclosure of insurers that violate the law; and (4) to propose legal reforms that better protect policyholders. The findings reveal significant limitations in the current legal framework. OIC officials are not recognized as “public officers” under the Criminal Code; no provision establishes an offence for submitting false information to the OIC; and no liability is imposed on directors or executives whose misconduct results in delayed claim payments and eventual license revocation. These shortcomings became especially evident during the COVID-19 pandemic, when several insurers faced liquidity crises and failed to pay claims. Moreover, although Section 111/2 authorizes the disclosure of violating insurers, the provision has not been effectively implemented, despite the OIC’s adoption of Insurance Core Principles (ICP) as supervisory guidelines. The study therefore proposes revisions to designate OIC officials as public officers under the Criminal Code, establish offences for providing false information to the OIC, define the liability of directors and executives for unreasonable delays in claim payments, and prescribe transparent standards for public disclosure of regulatory violations.
Supasit Siri Surathin Chaithongkham Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 307 318 AN ANALYSIS OF THAILAND’S ENVIRONMENTAL POLICIES WITHIN THE FRAMEWORK OF THE SUSTAINABLE DEVELOPMENT GOALS (SDGS) https://so07.tci-thaijo.org/index.php/JSSD/article/view/9630
This research article aims to: 1) analyze the content and directions of Thailand’s environmental policies related to the Sustainable Development Goals (SDGs); 2) evaluate the level of alignment between Thailand’s environmental policies and the goals and indicators of the SDGs; and 3) examine the problems, obstacles, and factors influencing the implementation of environmental policies within the Thai context, as well as propose approaches for enhancing the effectiveness and long-term sustainability of environmental policies in accordance with the SDG framework. This study employed a qualitative research methodology. The key informants consisted of 15 purposively selected participants, including senior government officials, environmental and SDG experts, and representatives from non-governmental organizations. The main research instrument was a semi-structured interview, and the data were analyzed using content analysis. The findings reveal that the content and directions of Thailand’s environmental policies over the past decade demonstrate clear linkages to several SDGs, particularly Goal 13 (Climate Action), Goal 14 (Life Below Water), and Goal 15 (Life on Land). However, the assessment of the alignment between Thailand’s environmental policies and the SDG goals and indicators indicates that mechanisms, indicators, and monitoring and evaluation frameworks remain insufficiently defined, limiting the ability to measure tangible outcomes. The study also identifies several challenges and influencing factors in policy implementation, including constraints in budget and personnel, conflicts between economic development and environmental conservation, and limited public participation. Recommended approaches for enhancing environmental policy include developing SDG-aligned environmental indicators, strengthening participatory mechanisms across all sectors, promoting the integration of digital technologies in environmental management, and fostering collaborative networks at both national and international levels.
Piyanuch Panjaphan Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 319 326 PERMITTED MEDICINAL DRINKS (NAM PANA) AND HEALTHY CONSUMPTION AMONG THE ELDERLY https://so07.tci-thaijo.org/index.php/JSSD/article/view/9572
The objective of this academic article is to study the principle of Nam - Pana (beverage) as presented in the Buddhist scriptures and to apply it for promoting the health of the elderly. The term Nam - Pana corresponds to the Pali term Namaṭṭhabāna, meaning a beverage permitted by the Buddha for monks to consume. There are two sets of such beverages. The first set includes eight kinds of fruit juices: mango, black plum (Jambolan), seeded banana, seedless banana, myrobalan, grape, lotus rhizome, and marian plum or lychee. These are recorded in the Vinaya Pitaka, Mahāvagga and Cullavagga. The second set appears in the Sutta Pitaka, Mahāniddesa, which adds certain fruits found locally in different regions, along with milk, oil, and ghee as additional permitted drinks.According to the Vinaya, Nam - Pana is related to the observance of the Eight Precepts (Atthasīla), which aim to cultivate self - restraint and purify defilements. One of these precepts forbids the consumption of solid food after noon until the next dawn, allowing only Nam - Pana - liquid beverages derived from fruits or medicinal herbs - to maintain bodily balance and facilitate spiritual practice. In applying this principle to elderly health promotion, it is observed that older adults experience a decline in digestive efficiency and nutrient absorption. Therefore, they should consume easily digestible beverages that provide suitable energy and nutrition. The use of Nam - Pana can thus be adapted to promote physical well - being, inner balance, and tranquility in daily life, as well as to serve as a holistic health activity grounded in Buddhist wisdom
Phonchai sangkham Phrakhrusoponthammavisit Copyright (c) 2025 Journal of Social Science Development https://creativecommons.org/licenses/by-nc-nd/4.0 2025-11-30 2025-11-30 8 11 59 66 THE COMPARATIVE ANALYSIS OF TRENDS IN THE DEVELOPMENT OF COMPETENCY-BASED CURRICULUM IN BASIC EDUCATION IN THAILAND AND INTERNATIONAL https://so07.tci-thaijo.org/index.php/JSSD/article/view/9579
This article employs a Documentary Research methodology to conduct a comparative analysis of the development trends of the Competency-Based Curriculum (CBC) in basic education across Thailand and selected international jurisdictions. The study systematically gathered and analyzed secondary data from academic literature, policy reports, national core curricula, and published research from both Thailand and successful CBC implementers globally. The collected data were subjected to qualitative content analysis and categorization to identify similarities, differences, and convergent trends across five critical dimensions: 1) National Policy, 2) Curriculum Structure, 3) Teacher Professional Development, 4) Assessment Systems, and 5) Local Context Integration. The analysis reveals that educationally advanced nations prioritize participatory policy formulation, design flexible, learner-centric curricula, maintain robust systems for continuous teacher professionalization, utilize diversified competency-based assessment, and effectively integrate the curriculum with local communities and cultural contexts.
