The sample consisted of 400 people in the Northeast, selected by defining the sample group according to Taro Yamane's formula, using the proportional sampling method and simple random sampling. The data collection tool was a 5-level rating scale questionnaire. Data were analyzed using descriptive statistics, mean, standard deviation, and structural equation analysis (SEM). The competency model was created and confirmed by 20 experts and stakeholders. The research tool used was an interview form.</p> <p> The results of the research found that the competency level of local government organizations in the Northeast was at a high level overall. Factors affecting the competency of local government organizations in the Northeast included internal management factors, cooperation factors with communities and networks, and personnel factors. It can explain the performance of local administrative organizations in the Northeastern region by 83.90 percent (R2 = 0.839) with statistical significance at the .01 level, which the model is consistent with the empirical data P-Value = 0.120, X<sup>2</sup>/df = 1.873, GFI = 0.986, CFI = 0.980, RMSEA = 0.04, SRMR = 0.03 and (3) the performance model of local administrative organizations in the Northeastern region as follows: 3.1) Development of internal administrative factors in the organization. (3.2) Development of factors in cooperation with communities and networks and 3.3) Development of personnel factors. Such competencies contribute significantly to fostering positive relationships and enhancing teachers’ teamwork, thereby promoting overall organizational effectiveness. The purposes of this research were 1) to study the status of soft skills leadership of school administrators, 2) to study the status of teachers’ teamwork and 3) to study the relationship between soft skills leadership of school administrators and teachers’ teamwork under the Secondary Educational Service Area Office Buriram. The sample group consisted of 341 teachers. They were selected by using a table of Krejcie &amp; Morgan, and selected through stratified random sampling according to school size. The research instruments used in this study were a 2-part questionnaire including checking list and 5-rating scale with its reliability value of 0.97. The data were analyzed by the following statistics i.e., percentage, mean and standard deviation. The hypothesis was tasted by using Pearson’s Product Moment Correlation Coefficients<strong>.</strong></p> <p><strong> </strong>The research results revealed that: 1) The opinion of teachers on the status of soft skills leadership of school administrators under the Secondary Educational Service Area Office Buriram was overall found at a high level. Besides, the learners continually lacked learning interest and motivation, therefore it was necessary in developing the lessons based on the communicative teaching approach collaborated with multi-media in order to promote better learners’ learning achievement and satisfaction. This research aimed to: 1) develop English lessons from teaching using the communicative approach with the multi-media to have 70/70 efficiency criterion, 2) compare the learning achievement from teaching using the communicative approach with multi-media and 3) study the satisfaction towards the learning management using the communicative approach with multi-media for Mattayomsuksa 2 Students. The samples were 31 Mattayomsuksa 2 Students in Yangtalardwittayakarn School under the Secondary Educational Service Area Office Kalasin, selected by the purposive sampling in Semester 1, 2022 Academic Year. The Instruments included 6 learning management plans, 2) learning achievement test and 3) the satisfaction questionnaires. The survey was conducted on 400 farmers in Bo Haew Sub-district, Phra Bat Sub-district, and Nikhom Phatthana Sub-district, Mueang District, Lampang Province, using questionnaires and analyzing the data using a multinomial logistic model. The results of the study found that most farmers were male, aged 45 years and over, and had an average experience of 26 years. Climate change has caused problems for rice cultivation, such as unseasonal rain, natural disasters, and insufficient water in the dry season, which affected farmers’ income and productivity. Farmers have adapted in many ways, with the most important methods being changing their cultivation methods, changing their farming calendar, selecting weather-resistant rice varieties, developing irrigation systems, and increasing occupational diversity, respectively. The research was divided into two phases. Phase I was to study the current and desirable conditions and needs following the multi stage - sampling. The sample group was 320 teachers. The study used a structured questionnaire to collect data. The data analytics were used including percentage, mean, standard deviation, and needs index to analyze the results. Phase II involved establishing guidelines for educational management following the early childhood education standards through interviewing five experts selected by purposive sampling.</p> <p> The results of the research were as follows: 1) The overall current conditions were at a high level. The aspect with the highest average was child-centered approach. For the overall desirable conditions, the aspect with the highest average was administration and management processes. The sample consisted of 20 school administrators (directors, deputy directors, and academic heads), 74 teachers, and 427 students from Nakhon Ratchasima Primary Educational Service Area Office 1 during the 2022 academic year. Research instruments included record forms, interview forms, competency-based learning management model, academic achievement tests, and learner competency assessment forms. The target group for studying the guidelines consist of 6 experts selected through purposive selection. The research instrument used was a questionnaire for research. The statistics used for data analysis include percentage, mean, and standard deviation, as well as a needs assessment analysis.</p> <p><strong> </strong>The results of the research were as follows: 1) The overall current conditions were at a high level. The aspect with the highest average was Institutional Capital. For the overall desirable conditions, the aspect with the highest average was Institutional Capital too. The study employs a mixed-methods research design. The study was conducted in three phases. Phase 1 investigated the current conditions using a sample of 335 participants, including 84 administrators and 251 teachers. Data were collected through a 5-point Likert scale questionnaire with content validity indices ranging from 0.80 to 1.00, reliability at 0.986, and item discrimination between 0.461 and 0.904. Phase 2 involved six experts who participated in a focus group discussion to develop the proposed guidelines. Phase 3 evaluated the proposed guidelines for appropriateness and feasibility with 30 participants (15 administrators and 15 teachers). The statistics used for data analysis include percentage, mean, and standard deviation.</p> <p> The results revealed the following: The current condition of educational management through web-based networks for holistic teacher development by School Administrators, was found to be at a high level. Research instruments were 1) 10 learning management plans with SQ4R Reading,2) 30 items reading comprehension test, and 3) 20 Student satisfaction questionnaire items. Data analysis employed descriptive statistics, including mean, percentage, standard deviation, and a one-sample t-test, to compare the post-learning achievement results with the 80% criterion.</p> <p>Findings indicated that the SQ4R learning management plan was effective, consistent with the criteria (E1/E2) of 86.58/87.63, which exceeded the criteria of 80/80, and had an effectiveness index value of 0.9104. This indicated a learning progress of 91.04 percent of students. When comparing the reading-comprehension ability to the criteria of 80 percent, the average score of students was higher than 87.63 percent, which was statistically significant at the .05 level. Regarding students' satisfaction with SQ4R learning, it was at a high level (mean = 4.43). The study employed a qualitative research methodology using two types of research instruments: 1) a focus group discussion guide involving two school directors and four experienced teachers in student council work from Ban Nongran School and Anuban Bankruat School in Buriram Province during the academic year 2023, and a semi-structured interview guide involving three school directors and six expert teachers in student council administration who had experience in administering model student council schools within the same educational service area in the 2023 academic year. Key informants were purposively selected, and the data were analyzed using content analysis to extract key issues and management approaches.</p> <p><strong> </strong>The research results revealed that: 1) Model schools demonstrated systematic best practices in student council administration, including role assignment, planning, meetings, activity implementation, and evaluation. These practices emphasized student participation at every stage and included collaboration with communities and external organizations. Moreover, schools developed best practice innovations that showcased students’ genuine administrative potential. 2) The recommended administration approaches included: joint planning meetings between teachers and students; systematic use of action plans and activity calendars; clearly defined roles and responsibilities; opportunities for student involvement from idea proposal to activity conclusion; leadership and responsibility skill development; and the inclusion of advisory committees from governmental, private, and community sectors to support budgeting, resources, and knowledge. The content analysis method was used.</p> <p><strong> </strong>The research results found that the Roi Et Bun Pha Wet Festival is a new dimension or creation of the Bun Pha Wet Festival with goals and forms of tradition that are considered innovations in terms of traditions, namely, the fundraising model or the use of money from merit-making by Buddhists and tourists to develop the province. Therefore, the Roi Et Bun Pha Wet Festival is one of the indicators of the success of Roi Et Province’s development each year. This festival is mainly hosted by civil servants. Data were analyzed using statistics, including mean, standard deviation, and multiple regression analysis.</p> <p> The research results found that 1) The performance level of local government personnel in Mae Wa Dee District, Roi Et Province was at a high level overall. 2) The motivation factors affecting the development of performance of local government personnel in Mae Wa Dee District, Roi Et Province were job security factors, respect factors, policy and administration factors, and work success factors. This can explain the development of the performance of local government personnel by 77.20 percent with statistical significance at the .05 level. 3) Recommendations: There should be clear goals and a monitoring system, along with appropriate rewards to motivate work. Promoting an atmosphere conducive to acceptance and allowing personnel to participate in decision-making, as well as improving the nature of work to be challenging and appropriate for abilities. There should be clear roles and a fair evaluation system, including promoting career advancement paths through transparent training and promotion. The objectives were to: 1) develop the English communication skills of the homestay community to promote tourism; 2) enhance the community’s capacity to use English effectively in tourism contexts; and 3) propose practical strategies for improving English communication as a tool for community-based tourism development. The target group consisted of 50 homestay business owners from 25 households in Ban Pru Nai, selected using purposive sampling. Research instruments included a questionnaire to assess needs and satisfaction regarding English use, and semi-structured interviews with 10 business owners regarding challenges, obstacles, and suggestions for skill development. Quantitative data were analyzed using frequency, percentage, mean, standard deviation, and t-tests, while qualitative data were interpreted using content analysis.</p> <p><strong> </strong>Findings revealed that homestay operators expressed a strong need to improve their English communication skills, particularly in listening and speaking, which are critical for interacting with international tourists. The developed innovation effectively addressed these needs. Post-training test scores significantly improved from a pre-test mean score of (<img id="output" src="https://latex.codecogs.com/svg.image?\bar{x}" alt="equation" />= 32.68, S.D. = 1.82) to a post-test mean score of (<img id="output" src="https://latex.codecogs.com/svg.image?\bar{x}" alt="equation" />= 41.92, S.D. = 2.12), indicating the effectiveness of the innovation. The statistics used in the research were percentage, mean, and standard deviation analysis.</p> <p><strong> </strong>The results of the research found that the level of potential development of local government organizations in implementing rabies prevention policies in Tha Wachi District, Roi Et Province, in terms of justice, was outstanding in performing duties with neutrality and fairness, followed by not violating rights, creating a warm atmosphere, and making decisions with reason. In terms of responsibility, it emphasized not thinking of revenge, determination, and performing duties straightforwardly and promptly. The researchers used both quantitative and qualitative research. Data were collected by questionnaires from a sample of 165 people. The sample size was determined using Krejcie and Morgan's table. The sample was obtained by stratified random sampling with the following steps: 1) The sample was divided into regions using the college as a stratified variable. 2) The number of samples in each region was determined proportionally. 3) The sample was randomly selected using simple random sampling to obtain the specified sample. Data were analyzed by finding percentages, means, and standard deviations. Structured interviews were used to collect data from 9 experts. The case study was conducted in four sub-districts of Selaphum District, Roi Et Province: Selaphum, Tha Muang, Ko Kaew, and Na Loeng. A mixed-methods approach was employed, integrating both quantitative and qualitative research methods. The quantitative component involved a sample of 389 local residents, using a questionnaire as the primary research instrument. The qualitative component utilized in-depth interviews with 20 key informants who were directly involved in addressing inequalities in resource access, selected through purposive sampling. Statistical methods used for analyzing the quantitative data included percentage, mean, and standard deviation.</p> <p> The research findings revealed that: 1) The overall level of community participation in resource management was low across all dimensions, including problem identification, planning, implementation, benefit sharing, and monitoring and evaluation. 2) Resource utilization was primarily centered around the use of water from the Chi River for agricultural purposes. Water was typically diverted into farmlands using equipment provided by local government agencies. The study employed a sample of 218 local politicians and 12 key informants. The results revealed that the overall moral and ethical standards of local politicians were at a high level (<img id="output" src="https://latex.codecogs.com/svg.image?\bar{x}" alt="equation" />= 3.63). Moreover, ten predictive factors could explain 77.30% of the variance in moral and ethical behavior, with statistical significance. The developed model for promoting moral and ethical values comprises two main components: 1) Internal Moral Awareness Development, which includes moral training from an early age, promoting honesty and integrity in public service, and having good role models; and 2) Integration of Buddhist Principles, such as applying Dhamma teachings to cultivate compassion, mental calmness, and selflessness for the public good. According to expert evaluations, the model was rated highly appropriate in all aspects, particularly in terms of accuracy and feasibility. The sample consisted of 385 educational personnel, determined using Krejcie &amp; Morgan’s sample size table. The research instrument used was a questionnaire. Data were analyzed using mean, standard deviation, and Pearson's correlation coefficient.</p> <p><strong> </strong>The findings revealed that 1) The overall prioritization of ecological influence factors was at a relatively high level. When examined by dimension, the highest priority was given to individual factors, followed by organizational factors, and lastly, network factors 2) The overall academic competency was at a relatively high level. When categorized by dimension, self-development in academic work ranked first, followed by the pursuit and application of academic knowledge, and lastly, teamwork in academic work 3) The relationship between the prioritization of ecological influence factors and the academic competency of educational personnel, analyzed through multiple regression, showed that network, organizational, and individual factors yielded a multiple correlation coefficient (R) of 0.910. These factors significantly explained 82.80% of the variance in academic competency at the 0.01 statistical significance level (R² = 0.828). The research instruments consisted of 1) lesson plans, 2) achievement test in multiple choice form, 3) capabilities of solving Math word problems test, and 4) satisfaction questionnaire. Analyze the current situation and limitations in order to identify factors that hinder the operation of such services; and 3. Propose legal solutions and recommendations for establishing legal criteria to enhance the capacity of home-based elderly care service businesses, including regulatory and monitoring measures. The research employed in-depth interviews with government agencies responsible for overseeing home-based elderly care services and conducted focus group discussions with 4 groups, totaling 50 participants. In previous Basic Thai Singing courses, researchers found that most students lacked sufficient basic knowledge and skills in singing Thai songs. Teaching in single groups without sequential skill development prevented some students from achieving their desired skills. Data were collected through questionnaires administered to a sample of 400 respondents from Chiang Mai, Chiang Rai, Lamphun, Lampang, Phayao, Phrae, Nan, Mae Hong Son, and Tak provinces. The data were analyzed using both descriptive and inferential statistical methods. The results revealed that the overall perception of the 7Ps marketing mix was at a high level (mean = 3.97), with the personnel (mean = 4.32) and product (mean = 4.28) components receiving the highest average scores. In contrast, the place component (distribution channels) was rated at a moderate level (mean = 3.40). The overall perception of service quality was also high (mean = 4.13), with staff personality emerging as the most influential sub-factor (mean = 4.25). A causal analysis between the marketing mix and customer satisfaction indicated that product, price, promotion, personnel, physical evidence, and process had statistically significant effects on customer satisfaction (p &lt; 0.05). However, the place factor did not demonstrate a statistically significant impact. Therefore, this article aims to study the factors affecting the decision to buy women's fashion clothing via the TikTok application of current consumers and to plan and analyze marketing strategies that are appropriate for presenting women's fashion clothing via the TikTok application through the synthesis of literature data and marketing strategy theories. The analysis is conducted through the dimensions of administrative structure, citizen participation, and mechanisms of checks and balances.</p> <p><strong> </strong>The findings reveal that local administrative organizations serve as a crucial mechanism for decentralizing power from the central government to local areas. This decentralization enables citizens to directly engage in political decision-making processes, express their opinions, and participate in a wide range of public activities—such as electing local leaders, co-developing local development plans, contributing opinions through public forums, and being involved in mechanisms that monitor and balance the executive’s use of power. For democratic development through local governance to be truly effective, it requires fostering an informed and active citizenry with positive attitudes toward democracy. Simultaneously, it necessitates improving local administrative systems to be transparent, accountable, and inclusive—creating spaces where citizens can play a genuine role in shaping the direction of their own communities. Such conditions will help lay a strong foundation for sustainable democracy in Thai society. This approach positions schools as pivotal mechanisms for reducing disparities and fostering the potential of every student. The application of the 7S Model facilitates a systematic analysis of weaknesses, planning, and operational adjustments by emphasizing the alignment of seven key components: a strategy that develops every learner (Strategy), a structure that supports collaboration (Structure), systems that facilitate learning (System), shared values that ensure no one is left behind (Shared Value), teachers’ skills in diverse instructional methods (Skill), staff who embody the spirit of teaching (Staff), and a flexible organizational culture (Style). The analysis is framed across five dimensions: legislation, institutional structure, private sector participation, international cooperation, and human resource development. The findings reveal that successful countries share three common characteristics: multilateral cooperation integration, the presence of a strong central agency, and real-time information-sharing mechanisms. In contrast, Thailand continues to face four key limitations: the absence of permanent cooperation mechanisms, ineffective evaluation systems, limited engagement at the international level, and low public awareness.
