บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อวิเคราะห์ข้อจำกัดสำคัญของการบริหารจัดการองค์กรปกครองส่วนท้องถิ่น (อปท.) ไทย 3 ประการ ได้แก่ โครงสร้างองค์กรที่ขาดการบูรณาการ ข้อจำกัดด้านงบประมาณและทรัพยากรที่พึ่งพิงส่วนกลางสูง และการยึดติดกับกฎระเบียบมากกว่าผลสัมฤทธิ์ต่อคุณภาพชีวิตประชาชนพร้อมทั้งนำเสนอแนวทางการปรับเปลี่ยนกระบวนทัศน์การบริหารจัดการผ่านกลไกความร่วมมือของภาคีเครือข่าย ท่ามกลางสภาวะผันผวนและเปราะบางของโลกยุค BANI World ที่ทำให้รูปแบบการบริหารราชการแนวดิ่งและการทำงานแบบแยกส่วนในปัจจุบันเริ่มถึงทางตัน ใช้วิธีการสังเคราะห์เอกสารและแนวคิด โดยคัดเลือกตำรา บทความวิชาการ และงานวิจัยที่เกี่ยวข้องกับแนวคิดการบริหารภาครัฐแนวใหม่ ทฤษฎีการบริหารจัดการแบบร่วมมือ และโมเดลภาคีนวัตกรรม จากแหล่งวิชาการในและต่างประเทศ วิเคราะห์เนื้อหาเชิงคุณภาพเพื่อสังเคราะห์เป็นกรอบแนวคิดสำหรับการบริหารเชิงกลยุทธ์ของอปท.ไทย ผลการวิเคราะห์พบว่า อปท. ไทยเผชิญข้อจำกัดสำคัญ 3 ประการ ได้แก่ โครงสร้างองค์กรที่ขาดการบูรณาการ ข้อจำกัดด้านงบประมาณและทรัพยากรที่พึ่งพิงส่วนกลางสูง และการยึดติดกับกฎระเบียบมากกว่าผลสัมฤทธิ์ต่อคุณภาพชีวิตประชาชน จึงเสนอแนวทาง “การบริหารเชิงกลยุทธ์แบบบูรณาการผ่านกลไกความร่วมมือของภาคีเครือข่าย” เปลี่ยนบทบาทของอปท. จากผู้จัดทำบริการสาธารณะโดยลำพัง สู่ “ผู้อำนวยความสะดวกและประสานพลัง” ผ่านภาคี 5 ประสาน ได้แก่ ภาครัฐ ภาคเอกชน ภาควิชาการ ภาคประชาสังคม และภาคประชาชน ควบคู่กับการพัฒนาภาวะผู้นำเชิงเครือข่ายของผู้บริหารท้องถิ่น ข้อเสนอแนะความสำเร็จของการปรับเปลี่ยนกระบวนทัศน์นี้ มุ่งสู่ความยั่งยืนเชิงสถาบัน เศรษฐกิจ และสังคมของท้องถิ่น อาศัยการปลดล็อกข้อจำกัดทางกฎหมาย การพัฒนาทักษะผู้นำยุคใหม่ในการบริหารเครือข่าย และการสร้างระบบนิเวศข้อมูลเปิดเพื่อสนับสนุนการตัดสินใจเชิงยุทธศาสตร์ที่แม่นยำ
