การวิเคราะห์เปรียบเทียบการบริหารจัดการความโปร่งใสระหว่างเทศบาลกับองค์การบริหารส่วนตำบลจังหวัดพิษณุโลก

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารจัดการความโปร่งใสของเทศบาลและองค์การบริหารส่วนตำบล จังหวัดพิษณุโลก และ 2) เปรียบเทียบระดับการบริหารจัดการความโปร่งใสระหว่างทั้งสองประเภทองค์กร กลุ่มตัวอย่างคือข้าราชการและพนักงานส่วนท้องถิ่น จำนวน 120 คน เครื่องมือที่ใช้คือแบบสอบถาม และวิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติ t-test ผลการวิจัยพบว่า 1) ระดับการบริหารจัดการความโปร่งใสโดยรวมของเทศบาลอยู่ในระดับมาก (𝑥̄ = 4.13, S.D. = 0.45) และองค์การบริหารส่วนตำบลอยู่ในระดับมาก (𝑥̄ = 3.54, S.D. = 0.49) โดยเทศบาลมีค่าเฉลี่ยสูงกว่าในทุกด้าน โดยเฉพาะด้านการเปิดเผยข้อมูล (𝑥̄ = 4.30) และ การตรวจสอบภายใน (𝑥̄ = 4.25) และ 2) ผลการทดสอบสมมติฐานพบว่าระดับการบริหารจัดการความโปร่งใสของเทศบาลแตกต่างจากองค์การบริหาร ส่วนตำบลอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (t = 6.27, p = 0.001) สะท้อนให้เห็นว่าโครงสร้างองค์กรและศักยภาพทรัพยากรเป็นปัจจัยสำคัญที่ส่งผลต่อระดับความโปร่งใสขององค์กรปกครองส่วนท้องถิ่น ข้อเสนอแนะเชิงนโยบาย 1) ควรส่งเสริมการพัฒนาระบบเปิดเผยข้อมูลสาธารณะในรูปแบบดิจิทัล (Open Data)ให้มีมาตรฐานเดียวกันในทุกองค์กรปกครองส่วนท้องถิ่น 2) ควรยกระดับศักยภาพขององค์การบริหารส่วนตำบลด้านเทคโนโลยีสารสนเทศและระบบตรวจสอบภายใน และ 3) ควรกำหนดนโยบายแลกเปลี่ยนแนวปฏิบัติที่ดี (Best Practices) ระหว่างเทศบาลและองค์การบริหารส่วนตำบล เพื่อยกระดับความโปร่งใสและเสริมสร้างธรรมาภิบาลในระดับท้องถิ่นอย่างยั่งยืน
