PUBLIC ADMINISTRATION FACTORS AFFECTING THE EFFECTIVENESS OF SOFT POWER POLICY IN THAI FOOD CULTURE

This research aimed to 1) study the level of public administration factors affecting the effectiveness of soft power policy in Thai food culture, and 2) examine the factors predicting policy effectiveness, using policy implementation theory and citizen participation/co-production as the analytical framework. This quantitative study surveyed the population of Phra Nakhon District, Bangkok. A sample of 119 respondents was determined using G*Power, with stratified random sampling applied across the district's 12 sub-districts. Data were collected through a Likert-scale questionnaire and analyzed using frequency, percentage, mean, standard deviation, Pearson's correlation, and multiple linear regression (Enter method) at the 95% confidence level. The results showed that 1) all three public administration factors were rated at the highest level, led by public-sector implementation capacity (x̄ = 4.46), followed by citizen participation (x̄ = 4.50), and government communication/public dissemination. 2) Multiple regression analysis revealed that the three factors jointly predicted 73% of the variance in soft power policy effectiveness (R = .751, R² = .730, F = 5.504, p < .001). Public-sector implementation capacity exerted the strongest influence (β = .931), followed by citizen participation (β = .611) and government communication (β = .275), all significant at the .05 level. All three hypotheses were supported. The findings suggest that effective and sustainable soft power policy in Thai food culture requires integrating government policy instruments, citizen co-production, and effective government communication mechanisms.
