Abstract

This academic article presents a developmental framework for online counseling services designed for children, youth, and families involved in the juvenile justice system, grounded in a systematic synthesis of empirical evidence drawn from both Thai and international scholarly research literature. Given that this population operates at the confluence of legal entanglement and compounding psychosocial adversity, conventional pathways to mental health care have historically proven structurally inadequate, rendering digitally mediated service delivery an increasingly consequential and theoretically justified response to a persistent and under addressed service gap. A review of the literature indicates that online counseling demonstrates therapeutic outcomes broadly comparable to those achieved through face-to-face modalities, while adolescents as a demographic cohort tend to exhibit markedly greater receptivity toward and sustained engagement with digitally mediated interventions. Online counseling therefore represents an innovation with demonstrable potential to concretely and meaningfully bridge this service gap for a historically underserved population. Within the Thai institutional context, the Juvenile and Family Court system, operating under the Juvenile and Family Court and Juvenile and Family Case Procedure Act B.E. 2553, establishes a clear mandate for rehabilitative, therapeutic, and restorative processes to proceed in tandem with formal judicial proceedings, thereby opening institutional space for new forms of mental health services to assume a meaningful and clearly defined role. The framework proposed in this article comprises five core components: 1) preliminary needs and readiness assessment, 2) integrated counseling planning responsive to the specific contexts of service recipients, 3) counseling delivery through appropriate and secure digital platforms, 4) meaningful family involvement throughout the intervention, and 5) continuous monitoring and outcome evaluation. The article concludes with practical recommendations for relevant agencies and delineates priority directions for future empirical research necessary to strengthen and sustain mental health service systems for children and youth in Thailand's justice system
