PUBLIC PARTICIPATIONS IN THE LOCAL DEVELOPMENT PLAN OF BANKROD TOWN MUNICIPALITY, BANG PA-IN DISTRICT, PHRANAKHON SI AYUTTHAYA PROVINCE

Abstract
The objectives of this research were to: 1) study the level of public participation in the local development plan of Bankrod town municipality, 2) compare the public participation in the local development plan of Bankrod town municipality classified by personal data, and 3) propose the public participation in the local development plan of Bankrod town municipality. The study was divided into 2 steps. The first step was quantitative research, The population consisted of residents aged 18 years and above who are registered in the household registration system of Bankrod town, totaling 15,339 people. The sample size was calculated using Yamane’s formula, resulting in 390 respondents. The research instrument was a questionnaire, which had an IOC value ranging from 0.67 to 1.00, and the overall Cronbach’s alpha coefficient was 0.965. The statistical methods used included percentage, mean, standard deviation, and one-way ANOVA. And the second step was qualitative research, the key informants included 11 people selected by purposive sampling method. The research instrument was a semi-structured interview and the data was analyzed by content analysis. The results of the research were as follows: 1) the level of public participation in the local development plan was at the highest level, 2) people with different genders, ages, occupations, education levels, and incomes had different levels of participation in the local development plan of Bankrod town municipality, and 3) the guidelines for public participation in the preparation of local development plans revealed that public participation should be promoted through community forums and online channels, along with supporting residents’ roles in community development and resource management to ensure comprehensive coverage in all areas. It should also include the integration of cooperation in landscape improvement and provide opportunities for the public to monitor the transparency of administrative operations.
