FESTIVAL-LED URBAN DEVELOPMENT AND COMMUNITY ENGAGEMENT IN SONGKHLA PROVINCE

Abstract
This study, Festival-Led Urban Development and Community Engagement in Songkhla Province, aimed to: 1) examine the role of festivals and events in urban development in Songkhla Province; 2) explore community engagement and stakeholder participation in driving urban activities; and 3) develop a model for festival-led urban development through collaborative participation. A qualitative research approach was employed using in-depth interviews, focus group discussions, and public forums. Data were collected from 40 key informants representing government agencies, private-sector organizations, entrepreneurs, academics, professionals, and community groups through purposive sampling. The data were analyzed using content analysis and thematic analysis. The findings indicate that festivals and events play a vital role in the economic, social, and cultural development of Songkhla Province. They contribute to local economic growth by stimulating spending, generating income for businesses, and attracting visitors. In addition, festivals strengthen local identity, enhance civic pride, create opportunities for cultural learning, and encourage active participation among residents and stakeholders. Festivals also function as strategic tools for place branding, tourism development, and the creation of memorable urban experiences. However, several challenges were identified, including limited integration among organizations, fragmented management practices, and inadequacies in urban infrastructure and support systems. Based on the findings, the study proposes the Event for City Model: 4P+3E as a framework for festival-led urban development. The model emphasizes collaboration among four key sectors public, private, people, and professional/academic sectors (4P) and integrates three strategic dimensions: enhancing city identity and experience, strengthening urban ecosystems and infrastructure, and promoting inclusive participation while balancing economic growth with community well-being (3E). The model provides practical guidance for policymakers and stakeholders seeking to leverage festivals as instruments for sustainable urban development. It highlights the importance of cross-sector collaboration in creating a balanced relationship among economic development, tourism promotion, and quality of life, thereby contributing to the long-term sustainability of Songkhla Province
