Abstract

This academic article aims to present the concepts and mechanisms for developing digital citizenship among Pre-service Social Studies Teachers in the 21st century. In this current era and the subsequent Next Normal of learning, information technology plays a critical role in daily life, alongside pressing challenges arising from fake news crises and the proliferation of hate speech, both of which significantly contribute to ideological polarization within the digital society. The synthesis and analysis reveal that fostering digital citizenship for social studies student teachers extends beyond merely enhancing technical skills or tool proficiency. Rather, it requires a holistic paradigm shift toward cultivating a "digital civic consciousness" across three integrated dimensions: knowledge, skills, and attributes or attitudes. Crucial pillars of this development include fostering communication discipline, rejecting stigmatizing or othering discourse, and formulating constructive counterspeech, alongside elevating the capacity to critically screen information. Furthermore, this article proposes a developmental framework through a "3-Dimensional Digital Citizenship Competence Model" integrated with experiential and active learning strategies, such as digital detective operations and counterspeech dialogues. These strategies are designed to cultivate intellectual immunity and nurture student teachers into becoming responsible "digital thought leaders" who serve as role models and learning facilitators capable of driving democratic values, respecting human dignity, and safeguarding rights and freedoms amid digital diversity in our globalized environment. Ultimately, policy recommendations are offered for teacher education institutions to integrate digital citizenship courses into both compulsory and higher education curricula, embed media literacy and hate speech awareness as professional teaching standards, and establish academic collaboration networks with external professional organizations and civic technology partners. These comprehensive and transformative measures aim to foster a safe, sustainable learning ecosystem within a democratic society, thereby developing progressive citizens equipped to advance a peaceful and equitable digital world for future generations.
