IMPLEMENTATION RESULTS OF A COLLABORATIVE NETWORK - BASED MANAGEMENT MODEL FOR INTERNATIONAL EXCELLENCE AT NAKHON SI THAMMARAT MARITIME COLLEGE

Abstract

This research article aimed to evaluate the implementation results of the educational management model for specialized maritime commerce excellence towards international standards using cooperative network mechanisms, in terms of the success of shared resources and technology, and the effectiveness of inter - organizational coordination and trust between the college and network enterprises. The study employed a research and development design during a practical implementation phase throughout the academic year. The sample consisted of 82 internal college personnel from a population of 105, selected through stratified random sampling by line of work, and 128 enterprise representatives from 188 network enterprises, selected through simple random sampling. Data collection instruments included operational logbooks, meeting minutes, and an evaluation form on shared resource success and coordination, which had an Item - Objective Congruence (IOC) index between 0.80 and 1.00 and a reliability value of 0.92. Data were analyzed using mean, standard deviation, and content analysis. The research findings revealed that implementing the management model through strategies of co - designing curriculum, managing resources, developing personnel, and certifying competencies achieved an overall highest level of success in sharing resources and simulator technology, with a mean of 4.79 and a standard deviation of 0.41, as well as an overall highest level of effectiveness in inter - organizational coordination and trust, with a mean of 4.71 and a standard deviation of 0.42. Qualitative data reflected that off - peak sharing agreements for maritime simulators and shipyards enabled practical instruction to meet international standards, reduced government budget constraints for high - cost equipment, and supported specialized vocational education management in compliance with International Maritime Organization regulations in producing personnel for the maritime labor market
