A STUDY OF THE COMPONENTS OF STRATEGIC LEADERSHIP OF SCHOOL ADMINISTRATORS

Abstract

This research aimed to study the components of strategic leadership of school administrators under the Primary Educational Service Area Office, focusing on synthesizing a conceptual framework consistent with the current context of school administration. The research was conducted in two phases: 1) to study and synthesize the components of strategic leadership of school administrators from 10 sources of documents, textbooks, and related research published within the past 10 years, selecting only the components with a frequency of 50 percent or higher; and 2) to examine the appropriateness and feasibility of the components through five experts with no less than 10 years of experience in educational administration. The research instruments consisted of a document analysis form, a semi-structured interview form, and a five-point rating scale questionnaire, all of which were examined for content validity with item-objective congruence (IOC) values of .50 or above for every item. The data were analyzed using basic statistics, namely frequency, percentage, mean (M), and standard deviation (S.D.). The findings revealed that the strategic leadership of school administrators, derived from the document synthesis and the expert evaluation, comprised five main components: 1) organizational direction setting, 2) strategic thinking, 3) strategy formulation, 4) human resource management, and 5) good governance. These five components were systematically interrelated and mutually reinforcing. In addition, the expert evaluation indicated that the appropriateness and feasibility of the components were at the highest level overall, with means of 4.64 and 4.72 and standard deviations of 0.48 and 0.28, respectively. These results demonstrate that the components can be used as a conceptual framework for research as well as a guideline for developing the strategic leadership of school administrators.
