DEVELOPMENT OF STRATEGIC LEADERSHIP INDICATORS OF SCHOOL DIRECTORS UNDER OFFICES OF SECONDARY EDUCATION SERVICE AREA

Abstract
This research aims to: 1) develop strategic leadership indicators for school administrators under the Secondary Educational Service Area Office; 2) test the goodness of fit between the structural equation model of the developed indicators and empirical data; and 3) study guidelines for developing strategic leadership among school administrators. A mixed-methods research design was employed, comprising document synthesis from 33 sources, quantitative research involving a population of 2,363 and a sample of 331 multi-stage stratified random participants, and qualitative research through interviews with 5 experts. The results revealed that: 1) The development of strategic leadership indicators yielded 4 main components, 13 sub-components, and 52 indicators, categorized into organizational direction setting (12 indicators), strategy formulation (12 indicators), strategy implementation (16 indicators), and control and evaluation (12 indicators), with the research instruments exhibiting high quality passing all criteria (IOC = 0.80 - 1.00, reliability = 0.632 - 0.885). 2) The model fit test showed that the structural equation model was in excellent agreement with the empirical data (CFI = 0.998, RMSEA = 0.042), with all 4 main variables and all 52 indicators having factor loadings meeting the specified criteria, ranging from 0.520 to 0.998. 3) Guidelines for developing strategic leadership among school administrators involve systematic management across 4 main aspects: direction setting using Big Data and proactive goals, strategy formulation using systems thinking and eliminating redundant tasks, agile strategy implementation utilizing task forces and the RACI Matrix, and real-time control and evaluation via digital platforms to build a flexible and high-performing educational institution
