APPROACHES TO STRENGTHENING COLLABORATION BETWEEN GOVERNMENT AGENCIES AND LOCAL ADMINISTRATIVE ORGANIZATIONS TO ENHANCE THE COMPETITIVENESS OF TRANSPORTATION BUSINESSES IN KHON KAEN PROVINCE

Abstract

This study aimed to examine the roles and forms of collaboration between government agencies and local administrative organizations, identify obstacles and limitations, and propose guidelines for strengthening collaboration to enhance the competitiveness of J&T Express in Khon Kaen Province. The study used documentary research, drawing on secondary data from laws, policies, development plans, government reports and statistics, publicly available company documents, and relevant research. Documents were selected for their relevance to the research objectives and the credibility of their sources, with emphasis on publications from 2018 to 2026. Earlier laws, concepts, and theories were included when relevant to the analytical framework. Data were analyzed using qualitative content analysis and thematic analysis. The document analysis indicated that government agencies provide policy direction and infrastructure, local administrative organizations manage roads, traffic, local spaces, and entrepreneur support, while transport companies provide services and operational systems. However, the documents reviewed did not provide sufficient evidence of a systematic collaboration mechanism specifically linking local administrative organizations and J&T Express in Khon Kaen Province. The constraints synthesized from the documents concerned costs and price competition, infrastructure and service areas, service quality and reliability, and interagency data integration. Four guidelines were proposed: establishing a local coordination mechanism, developing community parcel collection points, supporting entrepreneurs and improving service quality, and developing shared databases and joint performance indicators. These proposals are based on documentary synthesis and require field trials and evaluation. Publicly available data remain insufficient to directly verify the company’s costs, operational performance, and the extent of service quality problems in Khon Kaen Province.
