DEVELOPMENT OF A SYSTEMS MANAGEMENT MODEL USING COMMUNITY PARTICIPATION TO ENHANCE EDUCATIONAL TOWARD A QUALITY SCHOOL AT WAT KHUAN RAE SCHOOL UNDER THE PHATTHALUNG PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract
This research aimed to: 1) investigate the fundamental information required for developing a systems management model using community participation; 2) develop the model; 3) implement the developed model; and 4) evaluate the systems management model using community participation to enhance educational quality toward a quality school at Wat Khuan Rae School under the Phatthalung Primary Educational Service Area Office 1. This study employed a research and development (R&D) approach using both qualitative and quantitative methods. The key informants consisted of 12 teachers, 7 members of the basic education school committee, 5 community representatives, and 140 students enrolled in the 2024 academic year, selected through purposive sampling. The research instruments included questionnaires, interview forms, evaluation forms, and record forms validated by experts for content validity. Data were analyzed using percentage, mean, standard deviation, and content analysis. The results revealed that 1) the school required a systems management approach that emphasized participation from all stakeholders, particularly in participatory planning, monitoring and evaluation, and continuous reflection for improvement; 2) the Systemic Management Model with Community Participation (PAER Model) consisted of six components: principles, objectives, inputs, a participatory systemic management process, outcomes, and measurement and evaluation. The operational process comprised four stages: Participatory Planning (P), Action (A), Evaluation (E), and Reflection (R); 3) the implementation of the model enhanced systematic school management by promoting active participation among stakeholders throughout all operational stages, resulting in the highest level of educational quality across the five quality school indicators ( = 4.62, S.D. = 0.30); and 4) the overall evaluation indicated that the model was appropriate at the highest level (
= 4.79, S.D. = 0.24).
