DEVELOPMENT OF A SCHOOL ADMINIST RATION MODEL BASED ON THE FIVE - POWER STRATEGIC MANAGEMENT APPROACH TO ENHANCE THE EFFECTIVENESS OF ENVIRONMENTAL EDUCATION SCHOOL OPERATIONS AT MATTHAYOM WATNONGCHOK SCHOOL UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE BANGKOK2

Abstract

 This research aimed to: 1) study basic information and needs; 2) develop a model; 3) implement the model; and 4) evaluate the model. The study employed a four - phase research and development (R&D) process. Phase 1 involved studying basic information from relevant sources using a document analysis form and assessing the needs of 13 informants, comprising four school administrators and nine members of the Basic Education School Committee, through focus group discussions, using a focus group discussion record form and content analysis. Phase 2 involved developing the model with 13 experts through focus group discussions, using a focus group discussion record form and an appropriateness and feasibility assessment form; data were analyzed using the mean, standard deviation, and content analysis. Phase 3 involved implementing the model and evaluating its implementation quality with six members of the Green School Committee using an implementation quality assessment form; data were analyzed using the mean and standard deviation. Phase 4 involved evaluating the model with 46 participants, comprising four school administrators, nine members of the Basic Education School Committee, 18 members of the Green School Committee, nine heads of learning areas, and six parent representatives from the parent network. The results revealed that: 1) the school lacked systematic environmental implementation in several areas, indicating the need to develop concrete operational guidelines; 2) the model comprised five components: principles, objectives, processes, evaluation, and conditions for success and model implementation, with overall appropriateness and feasibility at the highest level ( = 4.91, SD = 0.10); 3) following implementation, the school achieved a mean score of 98.17 for environmental education school operations, which was at the excellent level; and 4) the overall accuracy and usefulness of the model were at the highest level ( = 4.83, SD = 0.45).
