NEEDS ASSESSMENT FOR THE ADMINISTRATION OF SAFETY-PROMOTING SCHOOLS THROUGH PARTICIPATORY MANAGEMENT UNDER THE PRIMARY EDUCATIONAL SERVICE AREA OFFICES IN THE CENTRAL REGION

Abstract
This study aimed to investigate the needs assessment for the administration of safety-promoting schools through participatory management under the Primary Educational Service Area Offices in the Central Region. The study employed a survey research design using quantitative data collection. The sample consisted of 397 teachers under the Primary Educational Service Area Offices in the Central Region, selected through multi-stage sampling. The research instrument was a needs assessment questionnaire based on a five-point rating scale, with an Item-Objective Congruence (IOC) value ranging from 0.80 to 1.00 and an overall Cronbach's alpha reliability coefficient of .96. Data were analyzed using frequency, percentage, mean, standard deviation, and the Modified Priority Needs Index (PNImodified). The findings revealed that the overall PNImodified value for the administration of safety-promoting schools through participatory management was 0.25. The top three needs with the highest PNImodified values were: prioritization of urgent needs (PNImodified = 0.34), analysis of achievement and operational results for activity improvement and development (PNImodified = 0.31), and analysis of safety-promoting school activity schedules (PNImodified = 0.30), respectively. In terms of participatory management, participation in planning was identified as the most essential need (PNImodified = 0.32), particularly providing opportunities for teachers, parents, communities, and network partners to participate in analyzing problems and jointly determining safety management guidelines. These findings indicate that safety management in schools requires cooperation from all sectors to ensure effective implementation and sustainable practices that are consistent with the context of each educational institution.
