Abstract

Guidelines for Applying the Principles of the Rule of Law and Good Governance in Developing Community Colleges for Sustainability. This was qualitative study based on secondary documents, exploring relevant concepts, theories, and research. The effective and efficient development of community colleges toward sustainability requires the application of the principles of the rule of law and good governance in management. The principle of the rule of law emphasizes transparent and fair operations across all dimensions, including: 1) Curriculum and Structure Development 2) Teaching and Learning Management. 3) Budget Management that Aligning budget allocations with strategic plans and implementing comprehensive control and auditing systems to ensure accountability. 4) Personnel Management that adhering to clear criteria in recruitment, personnel development, and performance evaluation. 5) General Administration: Strict compliance with laws and regulations, along with fostering a culture of the rule of law within the organization through training, accurate and clear communication, and exemplary leadership. The application of good governance enhances management efficiency by integrating six key principles: the rule of law, ethics, transparency, participation, accountability, and value for money. Incorporating these principles into all aspects of management fosters trust and confidence in the organization, reduces corruption, and promotes an organizational culture rooted in morality and ethics. These practices will enable community colleges to achieve sustainable development and effectively respond to societal needs in the future
