GUIDELINES FOR INTERNAL QUALITY ASSURANCE MANAGEMENT FOR EDUCATION TO ENHANCE THE EFFECTIVENESS OF LEARNING MANAGEMENT IN EDUCATIONAL INSTITUTIONS AT THE BASIC EDUCATION LEVEL UNDER BANGKOK

Abstract
This research aims to study the status and management guidelines for internal education quality assurance to enhance the effectiveness of learning management in educational institutions at the basic education level under the Bangkok Metropolitan Administration. It is a mixed-method research. The samples consisted of 870 school directors, heads of academic departments, and educational supervisors, 269 of whom were determined according to the Krejci and Morgan table. The instruments used were questionnaires and interviews. The statistics used were mean, standard deviation, and content analysis. The research results found that 1) the overall management conditions of internal education quality assurance in educational institutions were at a high level, and 2) the management guidelines for internal education quality assurance in educational institutions were as follows: 2.1) the determination of educational standards of educational institutions, the systematic examination of the appropriateness of educational standards, 2.2) the preparation of educational management development plans of educational institutions that focus on quality according to educational standards, the educational institutions organize training and collect information to set directions and prepare educational management development plans, 2.3) the implementation of educational management development plans of educational institutions, supervision, monitoring, and continuous evaluation of project implementation, and 2.4) the organization of internal quality assessments according to educational standards of educational institutions. Develop knowledge and ability in measurement and evaluation for teachers through various methods 2.5) Follow up on operations to develop educational institutions with quality according to educational standards, follow up and summarize the results of monitoring operations to develop educational institutions for those involved to be aware of in order to use the results to make systematic improvements 2.6) Develop a quality network, innovation in educational institution quality, set clear goals for educational institution quality standards in order to create continuous development, and 2.7) Integrate cooperation to promote quality assurance at the classroom level, integrate internal quality assurance systems in order to create a continuous learning exchange network.
