DRUG POLICY MANAGEMENT IN THE CZECH REPUBLIC: LESSONS FROM EXPERIENCE AND POLICIES ON AMPHETAMINES AND THEIR DERIVATIVES

Abstract

This article examines drug management approaches in the Czech Republic, with a particular focus on amphetamines and their derivatives, which are among the most prevalent substances in the country. Drawing upon in-depth interviews with scholars who play pivotal roles in Czech clinical practice and drug policy, as well as research reports and relevant legislation from both the Czech Republic and the European Union, the study reveals that Czech drug policy exhibits distinctive characteristics of particular interest. Specifically, it integrates decriminalization with harm reduction strategies implemented through public health and social services. Given that amphetamine and derivative use in the Czech Republic encompasses diverse routes of administration including intravenous injection, oral consumption, intranasal inhalation, and smoking state-supported non-profit organizations operating prevention and treatment services for substance and behavioral addictions have been established throughout the country. These organizations provide care for amphetamine and derivative users through various modalities, including drop-in centers, outreach harm reduction programs, and numerous other services for drug users. These interventions have effectively reduced public health impacts, lowered HIV and other infection transmission rates, and diminished stigmatization of drug users. The article further presents lessons from the Czech Republic that can be meaningfully adapted to the Thai and broader Asian regional contexts, particularly emphasizing that the integration of legal frameworks, public health measures, and social support mechanisms should be implemented concurrently.
