TRANSFORMATIONAL LEADERSHIP IN THE 21ST CENTURY AND ADMINISTRATION ACCORDING TO THE GOOD GOVERNANCE PRINCIPLE AFFECTING THE LOCAL DEVELOPMENT OF SUBDISTRICT MUNICIPALITIES IN CHACHOENGSAO PROVINCE

Abstract

This research article aimed to study the level of local development of subdistrict municipalities, analyze transformational leadership in the 21st century and the administration based on the principles of good governance that affected local development, and propose guidelines for administration based on good governance and local development of subdistrict municipalities in Chachoengsao Province. The research employed a mixed-methods approach. The samples consisted of 400 residents aged 18 years and over who lived in subdistrict municipalities in Chachoengsao Province, selected through a calculation formula, and 20 key informants selected purposively. The research instruments used in the study included a questionnaire and an in-depth interview form. The statistics used for data analysis included frequency, percentage, mean, standard deviation, and multiple regression analysis. The results revealed that the overall level of local development of subdistrict municipalities was at a high level. The mean scores, ranked from highest to lowest, were analytical skills, technical skills, human relations, diagnostic skills, and conceptual thinking, respectively. Transformational leadership in the 21st century and administration based on good governance principles-specifically the rule of law, transparency, decentralization, and technical skills-had significant effects on the local development of subdistrict municipalities in Chachoengsao Province at the .05 level of statistical significance. The study suggested that leaders should apply systematic planning skills for step-by-step development, using the principles of good governance as the core of administration, such as the rule of law, transparency, and decentralization, in order to promote fairness and sustainability in local development.
