Abstract
he objectives of this Research and Development (R&D) were: 1) to study fundamental data; 2) to develop the strategic management model; 3) to study the results of the model implementation; and 4) to evaluate the model. The target group, selected through purposive sampling, consisted of 205 participants, including teachers, members of the Basic Education School Board, parent representatives, and students. The research instruments included a fundamental data analysis form, an environmental analysis form, semi-structured interviews, and evaluation forms for model accuracy, feasibility, and manual suitability. Data were analyzed using percentage, mean ($\bar{x}$), and standard deviation (S.D.). The research findings were as follows: 1) The environmental analysis revealed 10 strengths, 10 weaknesses, 5 opportunities, and 6 threats. 2) The developed model comprises four components: Principles, Objectives, a 7-strategy management process, and Measurement and Evaluation. Both the model and its implementation manual were rated at the highest level of suitability. 3) The implementation results showed that the learning ecosystem met the established criteria and was ready for use at the highest level. The school successfully established 10 cultural capital learning sites and produced 10 student research-based projects. 4) The evaluation results indicated that: (a) the model’s accuracy and feasibility were at the highest level; and (b) teachers, school board members, and students expressed the highest level of satisfaction with the model implementation
