IMPLEMENTATION OF THE STATE WELFARE CARD POLICY BY BANGKHEN DISTRICT OFFICE, BANGKOK

The objective of this research is to study: the effectiveness of the implementation of state welfare card policy, the factors affecting the implementation of state welfare card policy, and the strategies to improve the effectiveness of the implementation of the state welfare card policy by the Bangkhen District Office. This is a mixed-methods research study conducted with a sample group consisting of 352 people from the Bangkhen District and key informants were director, officers of Bangkhen District Office. and community leaders in the area totaling 14 people. The research tools were interviews and questionnaires.
Research results 1) Effectiveness of implementing the state welfare card policy, it was found that the project is aligned with the needs of the people. 2) As regards the factors affecting the implementation of the state welfare card policy, It was found that the project has clear aims and standards that can be implemented to achieve the goal and has continuous budget support throughout the project; officer have knowledge and understanding of the project, and the responsible agencies have effective coordination and information exchange. 3) Strategies to improve the effectiveness of the implementation of the state welfare card policy include promoting the project, strictly assessing the qualifications of low-income earners, and continuously implementing the policy such as providing the vocational training and conducting assessments. Therefore, the project is able to help low-income earners to have a stability, prosperity, sustainability, achievement of the national strategy, namely the nation's stability and people's well-being.
