บทคัดย่อ
กรอบแนวคิดที่สำคัญในการศึกษาก็คือ “สันติภาพแบบไม่เสรี” ซึ่งรัฐไทยนำเอาเศรษฐศาสตร์การเมืองว่าด้วยการจัดการความขัดแย้งในแบบอำนาจนิยมมาใช้ในการ “แก้ไข” ปัญหาความขัดแย้งและสันติภาพในจังหวัดชายแดนภาคใต้ และเกิดผลกระทบอย่างมากต่อการจัดการกระบวนการงบประมาณและการคลังของรัฐในการแก้ปัญหาในพื้นที่จังหวัดชายแดนภาคใต้ ผลการศึกษาพบว่า มีการเปลี่ยนแปลงโครงสร้างสถาบันและการจัดการงบประมาณจังหวัดชายแดนภาคใต้ภายหลังจากการรัฐประหารของ คสช. ในปี พ.ศ. 2557 ผลที่ตามมาคือ งบประมาณทั้งหมดทุกแผนงานที่เกี่ยวกับจังหวัดชายแดนภาคใต้ให้ความสำคัญอย่างมากกับงานในด้านความมั่นคงและโครงการก่อสร้างหรืองบประมาณด้านการลงทุน ส่วนงบประมาณด้านการศึกษา สวัสดิการสังคมและเศรษฐกิจไม่ถูกเน้นหนักให้ความสำคัญ ในจังหวัดชายแดนภาคใต้ระบอบการจัดการความขัดแย้งแบบอำนาจนิยมมีแนวโน้มที่จะใช้งบประมาณสูงอย่างมากมายมหาศาลในการจัดการความขัดแย้งอันเป็นผลจากการเปลี่ยนแปลงโครงสร้างอำนาจในการจัดการปัญหาทั้งหมด
