บทคัดย่อ
ปัญหาความไม่สงบในจังหวัดชายแดนภาคใต้ กระทบต่อชีวิตและทรัพย์สินของประชาชน และส่งผลต่อการพัฒนาพื้นที่ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางขับเคลื่อนการพัฒนาพื้นที่จังหวัดชายแดนภาคใต้ของประเทศไทยภายใต้บริบทสถานการณ์ความไม่สงบในพื้นที่ เป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลโดยสนทนากลุ่มและสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลักที่คัดเลือกแบบเจาะจง 6 กลุ่ม ๆ ละ 10 คน รวม 60 คน ประกอบด้วย ผู้นำชุมชนและผู้นำองค์กรปกครองส่วนท้องถิ่น ปราชญ์ชาวบ้าน ภาคประชาสังคม เจ้าหน้าที่หน่วยงานราชการ เจ้าหน้าที่กองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร และเจ้าหน้าที่ศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้ วิเคราะห์ข้อมูลโดยการวิเคราะห์แก่นสาระ ผลการวิจัยพบ 21 แนวทางหลักในการพัฒนาจังหวัดชายแดนภาคใต้ครอบคลุม 6 ด้าน ได้แก่ 1) การพัฒนาเศรษฐกิจ 8 แนวทาง คือการพัฒนาอาชีพให้ประชาชน ปรับบทบาทของ ศอ.บต. เป็นผู้ประสานงาน พัฒนาพื้นที่เป็นศูนย์กลางสินค้าฮาลาล ขับเคลื่อนเมืองเกษตรอุตสาหกรรม สร้างเศรษฐกิจฐานราก เสริมสมรรถนะประชาชนในการทำงาน จ้างงานกลุ่มเปราะบาง ส่งเสริมการส่งออกและการลงทุน 2) การพัฒนาสังคม 5 แนวทาง คือ ปรับทัศนคติให้ประชาชนพึ่งพาตนเอง การดูแลเด็กเยาวชนและกลุ่มเปราะบาง สร้างชุมชนสันติสุข สร้างเครือข่ายขับเคลื่อนพัฒนาสังคม และการดูแลความเป็นธรรม 3) การพัฒนาทรัพยากรมนุษย์ 2 แนวทาง คือ พัฒนาสมรรถนะบุคลากรภาครัฐรองรับการขับเคลื่อนงานในพื้นที่ และการพัฒนาสมรรถนะประชาชนให้สอดคล้องกับบริบทพื้นที่ 4) บริหารจัดการภาครัฐ 2 แนวทาง คือ สร้าง Digital Platform ให้บริการประชาชน และสร้างให้บุคลากรปฏิบัติงานแบบมืออาชีพ 5) การพัฒนาเพื่อความมั่นคง 1 แนวทาง คือ พัฒนากระบวนการรับฟังความคิดเห็นของประชาชน และ 6) การสร้างความเข้าใจ 3 แนวทาง คือ สร้างความเข้าใจเกี่ยวกับสถานการณ์ไม่สงบในพื้นที่กับประชาชนและนานาชาติ สร้างภาพลักษณ์พื้นที่สันติสุข และการพัฒนาระบบการประชาสัมพันธ์ข้อมูลข่าวสาร
