PARTICIPATORY MANAGEMENT IN BASIC EDUCATIONAL INSTITUTIONS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE CHONBURI RAYONG

This research aimed to 1) study participatory management in basic education institutions under the Office of Secondary Education Service Area in Chonburi and Rayong, 2) compare participatory management in these institutions based on positions and school size, and 3) explore strategies for developing participatory management in these schools. The population and sample comprised 4,095 school administrators and teachers, with a sample size determined using Krejcie and Morgan’s table, amounting to 352 individuals. The research instruments included a questionnaire and an interview guide. The data were analyzed using frequency, percentage, mean, standard deviation, t-test, and F-test.
The results showed that: 1) Overall, participatory management in the schools under the Office of Secondary Education Service Area in Chonburi and Rayong was at a high level in both general and specific aspects. 2) The comparison of participatory management based on positions revealed significant differences at the .05 level in both overall and specific aspects, while no significant differences were found when comparing school size overall. However, significant differences were found in the aspect of planning at the .05 level. 3) The strategies for developing participatory management included planning that allows all stakeholders to provide input and use empirical data to set goals, organizing with decentralized authority and network cooperation, leadership that focuses on creative leadership, fostering a team-based culture, and communication that is open and transparent. The control process involved a systematic monitoring and evaluation approach using the PDCA cycle to ensure continuous development.
