Abstract

 Mega event projects are highly complex and involve multidimensional risks, requiring an effective risk management system. This research aimed to examine the risk management of the exhibition at World Expo 2025 Osaka Kansai, Japan. A qualitative research approach employing a case study design was adopted. Data were collected through in-depth interviews with 30 key informants, including contractors, project executives, project personnel from various functional areas, and managers and coordinators of the Japanese event organizers, using a semi-structured interview guide. The data were analyzed using content analysis. The findings revealed that risk management should shift from reactive problem-solving to proactive and integrated risk management throughout the entire project life cycle. The proposed framework consists of three dimensions. The first is the Foundation Dimension, comprising Governance and Organizational Structure Risk and Strategic Planning Risk. The second is the Project Delivery Dimension, consisting of Procurement Risk, Operational Risk, and Legal and Host Country Compliance Risk. The third is the Enabling Dimension, comprising Human Resource and Knowledge Management Risk, Communication and Stakeholder Risk, and Proactive Enterprise Risk Management and Performance Monitoring. The knowledge generated from this study provides a practical framework for developing a comprehensive risk management system for Thailand's future international mega-event projects. It also supports public policy formulation, strategic planning, and project implementation, enabling government agencies to enhance operational effectiveness, transparency, adaptability to changing circumstances, and long-term sustainability
