Abstract

This research addresses issues related to enhancing the capacity of home-based elderly care service businesses under the Health Establishment Act B.E. 2559 (2016). The objectives of the study are:1. Synthesize legal concepts and relevant laws concerning the operation of home-based elderly care services; 2. Analyze the current situation and limitations in order to identify factors that hinder the operation of such services; and 3. Propose legal solutions and recommendations for establishing legal criteria to enhance the capacity of home-based elderly care service businesses, including regulatory and monitoring measures. The research employed in-depth interviews with government agencies responsible for overseeing home-based elderly care services and conducted focus group discussions with 4 groups, totaling 50 participants. These included: Group 1: Provincial/District public health academics, local administrators, and local council members; Group 2: Heads of departments and legal officers; Group 3: Public health experts; and Group 4: Elderly care business operators, service providers, and service recipients. The study found issues in the execution of duties related to supervision and monitoring of operations. Therefore, it is recommended to develop the capacity of home-based elderly care service businesses and to integrate efforts between the public and private sectors to improve the efficiency of such services.
