Abstract

This research aimed to: 1) examine the administrative characteristics of exemplary local administrative organizations (LAOs) in promoting transparency and public participation; 2) investigate the factors influencing successful administration among these outstanding LAOs; and 3) explore approaches for applying exemplary administrative practices of model LAOs with transparency and public participation to other local administrative organizations. A qualitative research methodology was employed, involving five case studies: Surin Provincial Administrative Organization, Udon Thani Municipality, Roi Et Town Municipality, Ban Hat Subdistrict Municipality, and Suan Mon Subdistrict Administrative Organization. Data were collected through in-depth interviews and focus group discussions with executives, local council members, government officials, and community members. The collected data were analyzed using descriptive methods.

          The study revealed that: 1) exemplary LAOs demonstrate key characteristics including strategic leadership, competent personnel, participatory organizational culture, operational transparency, and collaborative networking with various sectors; 2) factors contributing to successful administration in such organizations consist of internal factors transformational leadership, personnel competency development, and organizational culture and external factors public participation and external institutional support; and 3) effective administrative guidelines should emphasize good governance principles, transparent communication and disclosure of public information, citizen engagement in decision-making and oversight processes, and the establishment of continuous evaluation and improvement systems to ensure sustainable transparency and accountability.
