SKILLS SCHOOL ADMINISTRATORS IN THE 21ST CENTURY OF PRIVATE SCHOOLS IN THE PATHAMA NETWORK, UBON RATCHATHANI PROVINCE, UNDER THE PRIVATE EDUCATION COMMISSION

This research aimed to investigate the 21st-century skills of school administrators and to examine development guidelines for enhancing these skills among private schools in the Pathama Consortium, Ubon Ratchathani Province, under the Office of the Private Education Commission. The sample consisted of 110 school administrators and teachers from five private schools, determined based on the Krejcie and Morgan sample size table. The research instrument was a 60-item questionnaire using a five-point Likert scale. The instrument quality was verified, yielding an Index of Item-Objective Congruence (IOC) of 1.00 for all items, item discrimination indices ranging from .54 to .78, and a reliability coefficient of .98. Data were analyzed using frequency, percentage, mean, standard deviation, and content analysis.
The results indicated that the overall level of 21st-century skills among school administrators was high. Among the skill domains, analytical and creative thinking skills had the highest mean score, while technological and digital skills had the lowest mean score. The proposed guidelines for developing administrators’ 21st-century skills emphasized enhancing digital knowledge and competencies in a systematic and innovative manner by integrating digital tools for communication, data management, and public relations. Additionally, the Digital Literacy Framework was recommended as a conceptual framework to guide the development and assessment of administrators’ digital competencies in alignment with the changing educational context of the 21st century.
