Abstract

This article is an academic paper based on documentary analysis.Its objective is to examine personnel management in basic education institutions serves as a crucial mechanism that drives educational quality and develops learners' potential. This academic article examines the meaning and significance of personnel management, the effectiveness of personnel management practices, and three key success factors comprising administrative factors, teacher-related factors, and school climate factors. These factors are interrelated and collectively influence the effectiveness of personnel management in two critical dimensions: the quality of teachers' work performance and teachers' professional advancement. Understanding the complex relationships among these factors provides a foundation for systematically and continuously enhancing the effectiveness of personnel management in basic education institutions.
