This mixed-methods research aimed to: 1) examine the priority needs for developing schools into School as a Learning Community (SLC), and 2) propose appropriate development guidelines for extra-large secondary schools under the Secondary Educational Service Area Office Bangkok 2. The study was conducted in two phases. Phase 1 investigated priority needs using a dual-response needs assessment questionnaire administered to 109 teachers and educational personnel. Data were analyzed using mean, standard deviation, and the Modified Priority Needs Index (PNImodified). Phase 2 involved focus group discussions with five school administrators to formulate development guidelines, and the data were analyzed using thematic analysis.
The findings revealed that: 1) the activity system dimension showed the highest priority need (PNImodified = 0.1155), followed by vision (PNImodified = 0.0978) and philosophy (PNImodified = 0.0888). The highest individual priority need concerned reducing teachers’ workload to provide more opportunities for professional development through Professional Learning Community (PLC) processes (PNImodified = 0.2294). 2) The proposed development guidelines consisted of three dimensions with 17 strategies, which were synthesized into a conceptual framework entitled “Contextual SLC for Extra-Large Secondary Schools.” The framework comprised five key components: (1) collegial leadership, (2) teacher empowerment and professionalism, (3) structured parent and community participation, (4) supportive learning communities, and (5) PLC-based evaluation. The findings suggest that sustainable SLC development requires both organizational restructuring and the cultivation of collaborative learning cultures within schools.
