MODEL FOR DEVELOPING ROLES AND LEADERSHIP OF COMMUNITY ORGANIZATION COUNCIL MEMBERS USING BUDDHIST PRINCIPLES IN MUANG DISTRICT, UDON THANI PROVINCE

Abstract

This research aimed to: (1) examine the current conditions of roles and leadership of Community Organization Council members in Mueang District, Udon Thani Province; (2) develop their roles and leadership through the application of Buddhist principles; and (3) propose a leadership development model based on Buddhist principles within the study area. The study employed a qualitative research design. Thirty key informants were purposively selected, including district ecclesiastical chiefs, sub-district ecclesiastical chiefs, members of the Sangha administration, the district chief officer, assistant district chief officers, mayors, municipal council members, community organization council members, and local wisdom scholars. Data were collected through in-depth interviews and analyzed using content analysis.

 

  1. 1. The findings revealed that Community Organization Council members play a significant role as leaders in promoting sustainable community development. Their leadership particularly emphasizes knowledge-based leadership, involving the collection, analysis, and dissemination of knowledge in alignment with local contexts. They also encourage public participation, effective communication, and collaboration among relevant sectors. Effective leaders demonstrate positive attitudes, adhere to moral and ethical principles, and uphold good governance to build public trust. Essential competencies include management skills, teamwork, continuous self-development, creativity, and a clear vision to comprehensively advance community development.

Leadership development can be guided by key Buddhist principles: the Threefold Training (Tri-Sikkha), the Seven Qualities of a Good Person (Sappurisadhamma 7), the Four Sublime States (Brahmavihara 4), and the Four Biases (Agati 4). The Threefold Training strengthens morality, concentration, and wisdom; Sappurisadhamma 7 enhances understanding of oneself and the community; the Four Sublime States cultivate compassion and fairness; and the Four Biases serve as safeguards against partiality in administration.
  3. 3. The proposed development model consists of five dimensions: knowledge, attitude, work skills, creativity, and management. Integrating these Buddhist principles provides a foundation for ethical, transparent, and effective leadership, fostering public cooperation and sustainable community development.
