EDUCATION POLICY AND PUBLIC ADMINISTRATION

This article examines the relationship between education policy and public administration in Thailand. It considers public administration as a key mechanism for translating education policies into practice, from the national level to educational institutions. The study employs documentary analysis of relevant documents and previous research. The Public Sector Management Quality Award (PMQA) framework is used as an analytical framework to explain the role of public administration in implementing education policies over the past decade.
The findings indicate that the success of policy implementation largely depends on the effectiveness of public administration, particularly in strategic planning, resource allocation, monitoring and evaluation, as well as the application of quality management systems such as PMQA to enhance the performance of public sector organizations. Therefore, the development of public administration should emphasize flexible, transparent, and accountable management while promoting stakeholder participation in order to strengthen the capacity for implementing education policies and responding to changes in the twenty-first century.
