THE USE OF SOFT POWER BY SCHOOL ADMINISTRATORS AFFECTING LEARNING CITY DEVELOPMENT IN SCHOOLS UNDER THE CHONBURI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

This research aimed: (1) to study the use of Soft Power by school administrators, (2) to study the learning city characteristics of schools, and (3) to analyze the causal relationship between the use of Soft Power and the development of learning city schools under the Chonburi Primary Educational Service Area Office 1. The sample consisted of 204 school administrators and teachers selected through stratified random sampling and simple random sampling. The research instrument was a questionnaire with validity indices ranging from 0.67 to 1.00 and reliability coefficients of 0.92 and 0.97. Data were analyzed using frequency, percentage, mean, standard deviation, and stepwise multiple regression analysis.

The findings revealed that: (1) the overall use of Soft Power by school administrators was at the highest level (M = 4.72, S.D. = 0.48). The highest mean was found in building credibility and positive image (M = 4.78, S.D. = 0.43), followed by inspiration and participation, effective communication, organizational values and culture, innovation and technology, and community relationships. (2) The overall learning city characteristics of schools were also at the highest level (M = 4.68, S.D. = 0.47), with the highest mean in access to education (M = 4.69, S.D. = 0.46), followed by policy management, collaborative learning, and community learning support. (3) The predictive variables of learning city development were inspiration and participation (X2), organizational values and culture (X3), and community relationships (X6), which together explained 62.90% of the variance (R² = 0.629, p < 0.01). The regression equation in raw scores was: Ŷ = 0.686 + 0.226(X2) + 0.150(X3) + 0.244(X6), and in standardized scores: ZŶ = 0.247(X2) + 0.156(X3) + 0.291(X6).
