ENVIRONMENTAL ANALYSIS AND NEEDS ASSESSMENT FOR ENHANCING THE LEARNING ECOSYSTEM IN SCHOOLS UNDER PHRAE PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

This study aimed to: 1) examine the needs assessment and internal environment for promoting the learning ecosystem in schools under Phrae Primary Educational Service Area Office 1, and 2) examine the external environment for promoting the learning ecosystem in schools under Phrae Primary Educational Service Area Office 1. This study employed a Mixed Methods Research design, integrating Quantitative Research and Qualitative Research approaches. The sample consisted of 254 teachers and school administrators under Phrae Primary Educational Service Area Office 1. Research instruments included a five-level Rating Scale questionnaire and a semi-structured interview. Data were analyzed using frequency, percentage, mean, standard deviation, and the Modified Priority Needs Index (PNIModified.)
The findings revealed that:1) Regarding the needs assessment and internal environment for promoting the learning ecosystem, the technology supporting learning dimension yielded the highest Priority Needs Index and was classified as a weakness
in 2 items, whereas the curriculum and learning content dimension yielded the lowest Priority Needs Index and was classified as a strength in 4 items. 2) Regarding the external environment for promoting the learning ecosystem, the analysis identified 15 opportunity factors and 14 threat factors.
