Abstract

          The change of local administrative organization is small to a large new local organization but the impact of the draft law on the merger of local administrative organizations. Cause such effects in both the advantages and limitations that 1. The management structure 2. On the budget 3. The  authority and 4. The participation of the public. It was found that the early stages of change required several challenges say that: The management structure is a universal one, with management and the balance of power too many small local governments result in lack of budgetary potential. The budget is to save the budget to achieve the use of the state budget is in accordance with the law and not to overlap and maximize benefits to the government, but it has to waste a lot of staff  salaries. The ability of local talent is large and has the potential to carry out missions, but may result in exclusion, empowerment by influencers. Public participation will enable people to participate in the development of public service provision and Revenue will also help reduce the overlap in both tax-area budgets, but it's costly to subsidize the government. After the change of status, all sectors need to pay attention and seek cooperation with the people and organizations in the social sectorconsideration should be given to the real needs of the community.
