STRATEGIES FOR APPLYING THE COVID-19 SITUATION MANAGEMENT POLICY TO ENDEMIC DISEASES AFFECTING PERSONNEL OPERATIONS PARTICIPATION OF MINISTRY OF PUBLIC HEALTH

The objectives of this study were 1. to examine level of participation in the operation, 2. to analyze strategies for implementing policies to manage, and 3. to propose guidelines for developing personnel’s work performance participation of Ministry of Public Health. The research methodology was mixed method. The study conceptual framework was applied from concepts and theories of Cohen & Uphoff; Akin Rapeephat. The study population were 41,732 personnel of the Ministry of Public Health. The sample size of 380 personnel was determined by Krejci and Morgan table. Fifteen personnel consisted of Deputy Permanent Secretary, Director-General of the Department of Disease Control, 5 specialist physicians, 3 directors, and 5 academicians were interviewed. The study instruments were an interviewed form and a five level rating scales questionnaire. The interviewed data were analyzed by content analysis. Statistics used for data analysis were frequency, percentage, mean, standard deviation, and multiple regression.
The study results revealed that 1. level of participation in the operation as a whole was at a much level. When considering each aspect in order of mean descending from high to low found that all 4 aspects were at much levels consisted of finding problems and their causes, monitoring and evaluation, operation, implementation of developing activities, and operational planning. 2. The analysis results of strategies for implementing policies for managing the situation of COVID-19 towards endemic diseases found that medical factors, law and society, and communication and public relations affecting the participation in the performance of personnel of Ministry of Public Health at 3.4 % with a statistically significant level of .01. and 3. guidelines for developing personnel work performance participation of Ministry of Public Health should coordinate with all departments or organizations in both public and private sectors, as well
