STRATEGIC LEADERSHIP AFFECTING ADMINISTRATION ACCORDING TO GOOD GOVERNANCE PRINCIPLES OF LOCAL ADMINISTRATORS IN NAKHON PATHOM PROVINCE

Abstract

The objectives of this study were 1. to examine administration level according to good governance principles, 2. to analyze strategic leadership affecting administration according to good governance principles, and 3. to propose guidelines to develop administration according to good governance principles. The research methodology was mixed method. The study conceptual framework was applied from concepts and theories of Sergiovanni; Good Governance Principles B.E.2542. The study population were 922,171 people with 18 years of age and up living in Nakhon Pathom Province. The sample size of 400 people was determined using Krejci and Morgan table. Fifteen sub-district headmen, village headmen, community leaders and people were interviewed. The study instruments were an interviewed form and a five level rating scales questionnaire. The interviewed data were analyzed by content analysis. Statistics used for data analysis were frequency, percentage, mean, standard deviation, and multiple regression.

        The study results revealed that 1. administration level according to good governance principles as a whole was at a much level. When considering each aspect respectively by mean from high to low found that all 6 aspects were at much levels consisted of morality, responsibility, participation, transparency, rule of law, and worthiness. 2. The analysis results of strategic leadership showed that Leadership Factors related to human relations, education, symbolic, culture affecting the administration of local administrators at 51.8% with a statistically significant level of .05. And 3. guidelines for developing administration according to good governance principles including developing knowledge at all time, and behaved as a good role model, transparent, integrity, hold a meeting to clarify the organization's operations for general acknowledgment.
