POLICY FORMULATION ACCORDING TO GOOD GOVERNANCE PRINCIPLES OF THE CHULALONGKORN UNIVERSITY LANGUAGE INSTITUTE (CULI)

Abstract

The objectives of this research are 1) to explore policy formulation of the Chulalongkorn University Language Institute (CULI), 2) to study thoroughly good governance (GG) principles, and 3) to analyze ways to formulate policies for the CULI according to good governance principles. Data collected from primary and secondary sources were analyzed and narrated descriptively.

             The findings show that:

             1) CULI is a body of the Chulalongkorn University following university announcement B.E. 2566 regarding university bodies. To manage many courses, do research, and provide academic services, the institute implements main strategies, namely 1) advance and prosperity in academic affair, research and innovation,
2) academic service and shaping society, 3) management and financial stability, and 4) well-being and life quality for all CULI staff. This goes in parallel with 5 mutual goals between university and bodies. For example, 1) students and staff could succeed in the international level, participate in the global level, deal with global issues, and improve internationalness. 2) students and staff could learn and/or work by collaborating with many people and external organizations. 3) university could increase high-quality publication, research and academic productivity.
4) university could make research and innovation having an effect on economy and society. 5) university could strengthen community and society sustainably. 2) The good governance analysis indicates that the institute operates its business righteously and effectively. The institute also complies with the following matters: university announcement B.E. 2565 on GG principles of the University, and 17 SDGs. 3) To analyze a policy formulation according to good governance, the institute can combine its strategies with GG principles and some SDGs.
