TRANSFORMATION AND POTENTIAL OF ASSISTANCE DISTRICT OFFICER AFFECTING MANAGEMENT EFFECTIVENESS OF SUBDISTRICT ADMINISTRATIVE ORGANIZATION IN CHONBURI PROVINCE

Abstract

The objectives of this study were 1) to study management effectiveness level of Subdistrict administrative organization, 2) to analyze transformation  and potential of  assistance district officer  affecting management effectiveness of Subdistrict Administrative Organization in Chonburi province, and 3) present the development trend of management effectiveness of Subdistrict Administrative Organization in Chonburi province. This research was a mixed method. The population consisted of 2,289 people who worked in administrative department and legislative department of Subdistrict Administrative Organization in Chonburi province. The samples were 340 officers determined by Taro Yamane/ Table. The research instrument was an questionnaire and interview form and the reliability was .93, .90, and .94 with the quality data were analyzed to summarize the content. Statistics used for data analysis were frequency, percentage, and mean.

          The research results found that 1) the level of management effectiveness of the sub-district administrative organizations consisted of the level of change management, which was at a high level overall. 2) Four factors, namely self-management, ideological influence, intellectual stimulation, and communication, affected the management effectiveness of the sub-district administrative organizations in Chonburi Province by 71.40 percent, with statistical significance at the .05 level. 3) The guidelines for developing the management effectiveness of the sub-district administrative organizations in Chonburi Province should be as follows: In terms of self-management, the sub-district administrative organization executives should analyze themselves to see what their strengths and weaknesses are. In terms of ideological influence, the sub-district administrative organization executives should avoid using their power for personal gain. In terms of intellectual stimulation, the sub-district administrative organization executives should be the ones who encourage their subordinates to analyze the causes of problems in their work using reason and evidence. In terms of communication, the sub-district administrative organization executives should select and use media and communication techniques appropriately.
