DIGITAL LITERACY GUIDELINES FOR NEW SCHOOL ADMINISTRATORS UNDER UDONTHANI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 3

This research aimed to study 1) to study the current conditions, required conditions, and essential needs of Digital Literacy of New School Administrators. And 2) to develop Digital Literacy Guidelines for New School Administrators under Udon Thani Primary Educational Service Area Office 3. The research was divided into 2 phases by using Mixed Method Research. Phase 1 was to study the current and required conditions. The sample used in the research were 30 New School Administrators by purposive selection. The instrument used was a 5-level rating scale questionnaire The IOC value is 0.70 - 1.00 with a reliability of 0.98. Phase 2 was to use Expert Group Meeting method with 12 experts by purposive selection. The data was the record of Expert Group Meetings that analyzed and synthesized conclusions from the gathered content.
The research results were found as follows; 1) The overall current conditions were at high levels and the overall required conditions were at the highest levels. The overall essential needs numbers are between 0.277 to 0.370. 2) The Digital Literacy Guidelines for New School Administrators under Udon Thani Primary Educational Service Area Office 3 consist of 36 guidelines with 5 approaches were eight guidelines of Building, eight guidelines of Using, six guidelines of Understanding, seven guidelines of Getting in, and seven guidelines of Knowing information.
