The objectives of this research were to 1) Study the Investigate the essential needs of Strategic Leadership Enhancing Excellence in the Mueang Chonburi 3 School Cluster under the Chonburi Primary Educational Service Area Office 1. and 2) Propose Guideline for Developing Strategic Leadership Enhancing Excellence in the Mueang Chonburi 3 School Cluster under the Chonburi Primary Educational Service Area Office 1.This research employed a quantitative methodology . The sample group consisted of 196 school administrators and teachers, selected using simple random sampling, with 180 respondents completing the questionnaire. The sample size was determined using Krejcie and Morgan’s table. The research instrument used was a questionnaire, and statistical methods used included percentage, mean, standard deviation, and the modified priority needs index (PNImodified).
The results of the research were that the current state of management for excellence.is divided into two aspects: the first aspect, administrative management for educational excellence, was found to have a high priority needs index (PNImodified = 0.35),and the second aspect, strategic leadership development, also had a high priority needs index (PNImodified = 0.38). (2) The Propose Guideline based on these findings, 4 guidelines: 1) Enhancing leadership skills to effectively implement strategies that drive educational institutions toward their objectives. 2)Developing the capacity of administrators and personnel in strategic control and evaluation to ensure effective execution. 3) Fostering professional learning communities (PLC) to facilitate knowledge exchange and promote educational excellence. 4)Improving management processes related to strategic control and evaluation to ensure efficient strategy implementation.
