STRATEGY FOR THE DEVELOPMENT OF INTERNAL QUALITY ASSURANCE OPERATION OF SCHOOLS UNDER LOCAL ADMINISTRATIVE ORGANIZATIONS IN PHICHIT PROVINCE ACCORDING TO THE DUTIYAPÂPÂNIKA SUTTA

Abstract

The research had the objectives: 1) to study the status of the Internal Quality Assurance operation of the schools under the local administrative organizations in Phichit Province, 2) to make the strategy for  the development of Internal Quality Assurance according to the Dutiyapâpânika Sutta and 3) to evaluate the strategy for the development of Internal Quality Assurance according to the Dutiyapâpânika Sutta. This research applied the Mixed Methods Research having 3 phase: 1) Data was collected from 23 key informants with the Semi-structured Interviews by the purposive sampling, 2) A focus group discussion from 9 experts, also selected through purposive sampling, the research instrument used was a focus group discussion record , and the content analysis, and 3) The data sources included 30 individuals, comprising educational administrators, supervisors, educational scholars, school administrators, and teachers responsible for internal quality assurance. They were selected through purposive sampling. The research instrument used was a strategy evaluation form for internal quality assurance operations in schools under local administrative organizations in Phichit Province according to the Dutiyapâpânika Sutta. The statistical methods used in this study included percentage, mean, and standard deviation calculations.

The research results were as follows:

1. The status of the Internal Quality Assurance operation of the schools under the local administrative organizations in Phichit Province consisted of 5 guidelines: 1) the guidelines for the Internal Quality Assurance operation of the schools under the local administrative organizations in Phichit Province, 2) the guidelines for presenting the Summary of the schools, 3) the guidelines for summarizing the Quality Assessment according to the Educational Standard of the schools in each academic year, 4) the guidelines for analyzing to plan the improvement and development of the educational quality of the schools in each academic year, and 5) the guidelines for the Internal Quality Assessment conforming to the External Quality Assessment.
2. The strategy for the development of Internal Quality Assurance according to the Dutiyapâpânika Sutta found that: 1) the Cakkhumà (shrewd) consisted of 10 guidelines, 2) the Vidhåro (capable of administering business) consisted of 5 guidelines, and 3) the Nissayasampanno (having a good credit rating) consisted of 5 guidelines.
3. The evaluation of the strategy for the development of Internal Quality Assurance according to the Dutiyapâpânika Sutta found that the strategy for  the development of Internal Quality Assurance operation of the schools under the local administrative organizations in Phichit Province
