Abstract

The objectives of this research were 1) to study the elements of learning management to develop learners with digital literacy skills in the 21st century of educational institutions, 2) to confirm the elements of learning management to develop learners to have digital literacy skills in the 21st century of educational institutions, 3) to draft a learning management model to develop learners to have digital literacy skills in the 21st century of educational institutions, and 4) to evaluate, certify, and present a learning management model to develop learners to have digital literacy skills in the 21st century of educational institutions affiliated to local government organizations in Phatthalung Province using a mixed research method. The sample used in the research and the data providers include: Director of Educational Institution. The tools used in the research included 1) questionnaire with .990 confidence, 2) group discussion record, 3) evaluation and certification form. Use content-based data synthesis for Qualitative Data (Content Analysis). The results of the research showed that: 1) Elements of Learning Management to Develop Learners with Digital Literacy Skills in the 21st Century of educational institutions affiliated to local government organizations in Phatthalung Province consists of 6 main components and 17 sub-components, of which 6 main elements are (1) access, (2) understanding, (3) use of digital media, (4) digital awareness, (5) communication, and (6) creativity.2) The element model is very consistent with the empirical data. 3) Learning Management Model to Develop Learners with Digital Literacy Skills in the 21st Century.
