This research aimed to: 1) Study the current conditions, desirable conditions, and necessary requirements for developing servant leadership among school administrators in Udon Thani Primary Educational Service Area Office 1. 2) Design guidelines for developing servant leadership among school administrators. and 3) Evaluate the guidelines for developing servant leadership among school administrators. The study employed a mixed-methods research approach divided into three phases. Phase 1 examined the current conditions, desirable conditions, and necessary requirements for developing servant leadership among school administrators. The sample consisted of 331 school administrators and teachers under Udon Thani Primary Educational Service Area Office 1, Selected through stratified random sampling. The research instrument was a 5-level rating scale questionnaire, with data analyzed using statistical software. Phase 2 involved designing guidelines for developing servant leadership among school administrators using structured interviews. The informants were 5 experts selected through purposive sampling, with content analyzed using triangulation method. Phase 3 evaluated the guidelines using an assessment tool based on Guskey's three aspects: utility, appropriateness, and feasibility.
The research findings revealed that: 1) The current condition of servant leadership among school administrators was at a high level overall, while the desirable condition was at the highest level. The necessary requirements for servant leadership development, in descending order of importance, were: foresight, community building, personal development, conceptualization, understanding others, persuasion, listening, and awareness. 2) A total of 31 guidelines were developed for servant leadership. The evaluation of these guidelines found that utility, appropriateness, and feasibility were all at the highest level.
