THE GUIDELINES OF SCHOOL- BASED MANAGEMENT IN SMALL SCHOOLS UNDER THE OFFICE OF UDON THANI PRIMARY EDUCATIONAL SERVICE AREA 1

Abstract

The objectives of this research were to: 1) study the current conditions, desirable conditions, and necessity requirements in school-based management for small schools; 2) design guidelines for school-based management; and 3) evaluate the school-based management guidelines. The sample group comprised 242 school administrators and teachers from small schools under the Udon Thani Primary Educational Service Area Office 1, obtained through simple random sampling. The research instrument was a five-point rating scale questionnaire analyzed using basic statistics. Regarding current conditions, the discrimination power ranged from 0.24 to 0.86 with an overall reliability coefficient of 0.98. For desirable conditions, the discrimination power ranged from 0.22 to 0.78 with an overall reliability coefficient of 0.97. Phase 2 involved studying school-based management guidelines through structured interviews with five experts selected by purposive sampling. Data were analyzed by frequency, percentage, mean, standard deviation, and necessity requirements (PNI_modified). Phase 3 involved evaluating the school-based management guidelines using an assessment form focusing on three aspects: utility, appropriateness, and feasibility. The research findings revealed that: 1) The current conditions of school-based management were at a high level overall, while the desirable conditions were at the highest level overall; 2) The school-based management approach with the highest necessity requirement was participatory management. The most important guidelines included: establishing a curriculum development committee with representatives from all stakeholders, surveying learner and community needs, integrating local wisdom, and implementing a systematic curriculum evaluation and monitoring system; 3) The evaluation of the school-based management guidelines was at the highest level overall.
