THE STATE OF GUIDELINES ON EDUCATIONAL MANAGEMENT FOR ACHIEVING EXCELLENCE AT PHULANGKA COOPERATIVE EDUCATIONAL INSTITUTION UNDER THE PHAYAO SECONDARY EDUCATIONAL SERVICE AREA OFFICE

The objectives of this research were: (1) to investigate the current state of school administration towards educational excellence in the Phulangka cooperative educational institution under the Secondary Educational Service Area Office Phayao, and (2) to propose guidelines for school administration aimed at achieving educational excellence within the same context. The sample group comprised 194 teachers and 5 school administrators from the Phulangka cooperative educational institution. The research instruments included: a questionnaire, structured on a five-point Likert scale, which index of item objective congruence(IOC) of 1.00 and a reliability coefficient (Cronbach’s alpha) of 0.953; and an open-ended interview form with a index of item objective congruence (IOC) of 1.00. The data were analyzed using mean, standard deviation, and content analysis.
The research findings revealed that: (1) the overall state of school administration towards educational excellence, across seven dimensions, was rated at a high level. (2) The guidelines for school administration towards educational excellence were identified as follows: 1)Leadership:School leaders should possess a clear vision and the capability to integrate technology effectively into the management process.2)Strategy: Schools should develop flexible strategic plans that foster innovation and adaptability to change.3)Students and Stakeholders: Schools should actively cultivate relationships and engage in responsive communication with students and stakeholders to address their needs and expectations. 4)Measurement, Analysis, and Knowledge Management: Schools should apply modern technologies for the systematic collection, analysis, and utilization of data to inform decision-making processes.5)Personnel:Schools should implement transparent and systematic personnel management processes, including fair performance evaluation and professional development support.6)Operations:Schools should focus on designing relevant curricula and managing educational resources efficiently to enhance teaching and learning effectiveness.7) Results:Schools should continuously plan, monitor, and evaluate their performance outcomes to ensure sustainable improvement and achievement of educational goals.These findings offer valuable insights for school administrators and policymakers in fostering administrative practices that drive schools towards educational excellence.
