This research aimed to: 1) study the current conditions, desirable conditions, and priority needs of school administration toward becoming high-performance organizations; 2) develop guidelines for school administration toward becoming high-performance organizations; and 3) evaluate the proposed guidelines. A mixed-methods research design was employed in three phases. In Phase 1, the current conditions, desirable conditions, and priority needs were examined using a sample of 367 school administrators and teachers. The research instrument was a five-level rating scale questionnaire with a reliability coefficient of 0.96. Data were analyzed using mean, standard deviation, and priority needs ranking. In Phase 2, the guidelines were developed through semi-structured interviews with nine purposively selected key informants, and the data were analyzed using content analysis. In Phase 3, nine purposively selected experts evaluated the proposed guidelines based on standards of appropriateness, feasibility, and utility.
The findings revealed that: 1) The overall current conditions of school administration toward becoming high-performance organizations were at a moderate level, whereas the overall desirable conditions were at a high level. The highest priority need was results focus and performance measurement, followed by knowledge management and innovation, and personnel capacity development, respectively. 2) A total of 36 guidelines were identified across seven dimensions: results focus and performance measurement; knowledge management and innovation; personnel capacity development; stakeholder participation; organizational adaptability and flexibility; organizational direction setting; and customer focus. 3) The evaluation results indicated that the proposed guidelines met the standards of appropriateness, feasibility, and utility at a high level overall.
