Abstract

            The propose of the academic article was to present roles of the “Ban Bueng Kum” community forest volunteers towards submitting for Royal Forest Department (RFD)’s permission of community forest establishment and the conservation and management of Phu Tao Pong’s community forest, Ban Bueng Kum, Na Ho sub-district, Dan Sai district, Loei province, under the concepts of community forest participation and management. The research results were concluded that the “Ban Bueng Kum” community forest volunteers were the village’s youth, having worked in Bangkok, the capital of Thailand, and returned to their homeland, observed the natural change of Phu Tao Pong, which was sacrificed as the natural forest by their ancestors under the government’s Green Eastern Project. Apart from the survey, much more forested areas of water resources were found to be invaded. As a result, water in many natural ponds were found to be parched, and food resources and herbs were obviously found reduced. Then, these volunteers agreed to ask for Royal Forest Department’s permission to establish the community forest with the purpose of forest conservation. On the operation of the community forest conservation, there were many problems and obstacles, and the fighting process was raised by the volunteers through the network of external communities and societies, including asking for an opportunity to propose the related state agency the problems in the area. As a result of various formations of fighting and negotiation, the community was allowed by Royal Forest Department to establish the community forest on August 25, B.E. 2558. After that, the community forest was found abundant with the diversity of natural resources, the community forest management was found to be managed by the community forest committee, and the rules and regulations of the community forest management were found to be issued by the community.
