Problems and Obstacles of Small and Medium Enterprises (SMEs) Promotion Projects in the Textile and Garment Industry

The research on problems and obstacles of project on promoting Small and Medium size Enterprises (SMEs) in the apparel and textile industry had objectives to examine the overall operation, problems, obstacles, as well as to provide recommendations on the mentioned project. It was qualitative research using in-depth interview with questions based on secondary data. Therefore, the interview was semi-structured by collecting primary data from fifteen related members of the administrative sector of the project.
The findings indicated that the governmental policy and measure influenced the operation because it defined the operational format which affects budgeting, administration, policy control, and evaluation. Then it caused an impact on problems in project administration which are the limited duration per fiscal year, inconsistent budget for activities, inhospitable infrastructure for business operation, and inflexible and inadaptable to circumstances regulations on governmental practice. This led to a certain level of unsuccessfulness in bringing public policy into project operation. When analyzing the research with the deeming cycle, problems in Action Plan, Do and Check were found respectively. Also, other problems and obstacles including (1) Uncontrollable inside and outside environment, (2) Administrative and managerial system of the government, (3) Inefficient communication inside the organization, (4) Limited period of time, (5) Unconformity between budget and scheme, and (6) Discontinuity of the project were presented. Recommendations for the mentioned problems were to create continuity and strategies continuously promoting entrepreneurs in short, medium, and long term, to integrate connections between relevant sectors, and to study about SME’s demand in order to satisfy the entrepreneurs’ needs, etc.
